On September 6, the People’s Committee of Binh Duong Province announced its plan to develop social housing and worker accommodation in the province for the period of 2024-2025.
According to the committee, the government’s target for the province for the period of 2021-2025 is 42,000 units. So far, 15,893 units have been completed, and approximately 26,000 more will be constructed by 2025.

To achieve this goal, Binh Duong plans to establish dedicated departments within the Department of Construction and the People’s Committees of the districts and cities to advise and organize the appraisal of projects related to social housing and worker accommodation development.
The province will also organize the management and control of social housing projects and coordinate in the appraisal process. Every year, in coordination with authorized agencies and individuals, at least one training course will be organized in the field of social housing development (including land planning for social housing, applicable standards and norms for social housing investment, etc.).
Additionally, there will be a review to determine the targets for each locality for 2024-2025, striving to meet the number of social housing units set by the proposal. Specifically, Thu Dau Mot City aims to construct 13,477 units on approximately 54 hectares of land, Thuan An will build 6,130 units on 13 hectares, Di An will have 6,121 units on 12 hectares, Tan Uyen will construct 8,354 units on 27 hectares, Ben Cat will have 7,462 units on 33 hectares, and Bac Tan Uyen will build 900 units on 3 hectares of land.
In 2024, Binh Duong aims to complete 13,276 social housing units, prioritizing the development of social housing in areas with readily available clean land, public land managed by the locality, and land available in approved projects and detailed planning schemes. The province will also focus on land that is currently unused by organizations and individuals.
Furthermore, there will be enhanced management, monitoring, and inspection of the allocation of land for social housing and worker accommodation development, ensuring compliance with approved detailed planning of urban and residential areas, as well as functional urban areas.
At least 2% of the total area of industrial parks in the province will be allocated for the construction of dormitories and public service and utility works for laborers working in the industrial parks.
By 2025, there will be a plan and roadmap to create land funds and invest in social housing projects (including 20% of land for social housing in commercial projects, land for constructing dormitories in industrial parks, and state-managed land) according to approved planning schemes.

According to the Ministry of Construction, the number of social housing units completed from 2021 to the present (as of the end of August 2024) falls significantly short of the government’s target in the project to build 1 million social housing units, with only 428,000 units completed during the 2021-2025 period.
