Recovering 24 Trillion VND in ‘Misallocated’ Benefits for War Veterans

As of the end of 2023, the Ministry of Labour, Invalids and Social Affairs revealed that almost 24,590 cases of incorrect benefit claims had been identified through inspections and audits. This resulted in the recovery of over VND 2,400 billion in wrongly paid allowances.

The Ministry of Labour, Invalids, and Social Affairs responded to the National Assembly Deputy’s recommendation regarding preferential policies for revolutionary contributors.

Specifically, the Deputy proposed that the Ministry strengthen inspection and examination and strictly handle individuals and organizations that abuse their positions and powers to falsify revolutionary contributor files for personal gain.

In response, the Ministry of Labour, Invalids, and Social Affairs reported that, according to consolidated reports from localities nationwide, after inspecting and examining the dossiers of beneficiaries of preferential policies for revolutionary contributors, by the end of 2023, the authorities detected 24,590 cases of incorrect allowance receipt. The Ministry requested that the localities promptly rectify the situation and refund the state budget with an amount of over VND 2,400 billion.

“Cases of fraud and forgery to enjoy preferences have been strictly handled. The discontinuation of allowances for these subjects has reduced the state budget by over VND 400 billion per year,” said the Ministry of Labour, Invalids, and Social Affairs.

In the first six months of this year, the Ministry’s Inspectorate inspected the implementation of policies for revolutionary contributors and resistance activists in three provinces: Yen Bai, Hung Yen, and Phu Yen.

Moving forward, the Ministry of Labour, Invalids, and Social Affairs will intensify inspections and monitoring of the implementation of preferential policies for revolutionary contributors to ensure the legitimate rights and interests of beneficiaries and improve the management and use of the budget.

Currently, there are nearly 1.4 million people nationwide receiving revolutionary contributor allowances.
