On September 9, the SBV issued a document to the Chairpersons/Directors and General Directors of banks and directors of SBV’s provincial/municipal branches on implementing solutions to support customers in overcoming the consequences of Storm No. 3.
Several commercial banks have shared that they are continuing to update and consolidate information on the damages incurred by their customers. No bank has announced specific support policies for affected customers, such as restructuring loan repayment terms or providing interest rate waivers or reductions.
Since September 9, Agribank has dispatched working groups to grasp the situation and visit affected borrowers. It is the first commercial bank to take such action immediately after Storm No. 3 hit Quang Ninh, Hanoi, Hai Phong, and Hai Duong, among other localities.
Surveying the actual situation in Hai Phong, one of the places where Storm No. 3 made landfall with the strongest winds and caused the most damage, Pham Toan Vuong, CEO of Agribank, instructed the branches in the city to proactively contact borrowers, assess their losses, and promptly offer suitable support solutions.

ABIC Insurance Company promptly obtained information and carried out procedures to compensate customers for their losses. The branches actively coordinated with local authorities to implement social security policies for families who lost their loved ones or suffered property damage, especially in areas severely affected by the storm…
It is known that members of Agribank‘s Board of Directors were also present in Quang Ninh, Hai Duong, and Thai Binh provinces immediately after Storm No. 3. The branches in these areas were instructed to focus on assessing the damages of borrowers and proposing and implementing timely support policies to help customers stabilize and restore their production and business activities.
Similarly, the leaders of the Vietnam Bank for Social Policies also visited provinces and cities affected by storms and floods to provide immediate support to families severely affected by the storms.
The banking sector responded to the call of the Central Committee of the Vietnam Fatherland Front to support people affected by Storm No. 3. At the launching ceremony, Deputy Governor Dao Minh Tu presented a donation of VND 37.4 billion.
