In Ninh Binh province, according to reports from the provincial Hydro-Meteorological Station, at 8 am on September 12, the water level of the Hoang Long River at Ben De was 4.67m (0.67m above the third alarm level), and at Gian Khau, it was 4.27m (0.57m above the third alarm level). The Day River at Ninh Binh reached 4.02m, surpassing the historical peak in 2017 by 0.08m.
WIDESPREAD FLOODING
In the next 12-24 hours, the water level of the Hoang Long River at Ben De and Gian Khau is expected to continue rising. At Ben De, it may reach 5.20-5.40m, while at Gian Khau, it is predicted to peak at 4.50 – 4.70m. The Day River at Ninh Binh is also expected to rise further to 4.15- 4.35m.
The high water levels, combined with heavy rainfall, have led to widespread flooding in low-lying areas adjacent to the rivers and in the communes of Gia Tien, Gia Hung, and Gia Thinh. Two schools in Kenh Ga village, Gia Thinh commune, Gia Vien district, have also been affected. Additionally, the rising waters have impacted the districts of Nho Quan, with flooding in Xich Tho, Gia Thuy, Lac Van, Gia Lam, and Dong Phong communes, and in the city of Ninh Binh, where floods have inundated low-lying and riverside areas. There is also a risk of flash floods and landslides in the hilly and mountainous regions of Nho Quan, Hoa Lu, and Tam Diep city.
To proactively respond to the flood situation, the People’s Committee of Ninh Binh province has instructed relevant departments, sectors, and local authorities to strictly prohibit vessels from anchoring on dikes, embankments, and power poles along the riverbanks, which could compromise the safety of the dikes and the power grid. All ferry operations have been temporarily halted until the floodwaters recede, and heavy vehicles are banned from traveling on the dikes.
Additionally, authorities are conducting inspections and implementing on-site flood protection measures, particularly at vulnerable sections that have previously experienced incidents but have not been adequately addressed. Resources and personnel are being mobilized to critical areas to promptly handle any emergencies that may arise due to the flooding.
Efforts are also being made to clear drainage systems in urban areas, residential zones, and agricultural lands, especially around construction sites that may hinder water drainage. Plans are in place to pump out floodwaters and protect agricultural production, low-lying areas, industrial parks, and residential neighborhoods from inundation.
HUNDREDS OF HOUSES ISOLATED BY FLOODWATERS
In Thanh Hoa province, according to the Steering Committee for Natural Disaster Prevention, Search and Rescue, and National Defense Mobilization of Thach Thanh district, prolonged heavy rainfall and water discharge from upstream have caused the Buoi River to swell again. At 11 am on September 12, the water level recorded at the Kim Tan Hydrometeorological Station was 11.3m, 0.3m above the second alarm level, and continuing to rise.
As a result, the number of flooded houses and disrupted transportation routes has increased. As of noon on September 12, 231 houses in 7 communes and towns were inundated. Local authorities have urgently evacuated 67 households from the flooded areas to safer locations. Specifically, 3 households in Thanh Vinh, 6 in Thanh Binh, 39 in Thanh Truc, 9 in Thanh Tien, 8 in Kim Tan town, and 2 in Van Du town.
The floods have also affected 20.9 km of roads, isolating several residential areas. In the communes of Thanh Minh, Thanh Cong, Thanh Tan, Thanh Truc, Ngoc Trao, Thanh Tam, Thanh Tien, and Thanh Long, as well as in Kim Tan town, multiple road sections are submerged, with water levels reaching up to 1.7m in some places.
In the Ngoc Bo neighborhood of Kim Tan town, 95 out of 100 households have been affected by the floods. Of these, 77 households have been dealing with flooded homes since the beginning of the flood event on September 9. The main road leading to the neighborhood and its branches, totaling 3 km in length, are also inundated, with water levels exceeding 1.5m in some sections, effectively cutting off the entire neighborhood.
In Thanh Truc commune, as of noon on September 12, the rising waters have overflowed onto Provincial Road 523, flooding 79 households with water levels ranging from 0.8m to 1.2m. An additional 595 households are isolated and cut off by the floods. The local authorities have been distributing food and drinking water to affected households since the evening of September 11.
FIRST ALARM LEVEL ISSUED FOR CAU CHAY AND YEN RIVERS
At 10 am on September 12, the Steering Committee for Natural Disaster Prevention, Search and Rescue, and National Defense Mobilization of Thanh Hoa province issued Official Dispatch No. 14 and No. 15, declaring the first alarm level for the Cau Chày and Yen rivers.
At 10 am on the same day, the water level of the Yen River at the Chuoi Hydrometeorological Station in Nong Cong reached 1.47m, 0.53m below the first alarm level. According to the flood warning from the Thanh Hoa Hydro-Meteorological Station, the Yen River at the Chuoi Station is expected to reach the first alarm level (+2.00 m) between 2 pm and 4 pm today. At 9 am, the water level of the Cau Chay River at the Xuan Vinh Hydrometeorological Station in Tho Xuan district was recorded at 7.77m, 0.23m below the first alarm level. The station predicts that the river will reach the first alarm level (+8.00 m) between 2 pm and 4 pm today.
The Steering Committee has instructed the People’s Committees of Nong Cong, Quang Xuong, Nghi Son town, Tho Xuan, Thieu Hoa, and Yen Dinh districts to immediately deploy patrols and guards along the dike systems. They are also responsible for inspecting, reviewing, and ensuring the safety of dike and embankment structures, especially vulnerable sections and culverts. Proactive measures should be taken to evacuate residents living in areas prone to flooding.
The committee has emphasized the importance of maintaining a 24-hour duty system, closely monitoring the flood situation, and being prepared to handle any emergencies promptly. Timely reporting and communication with the provincial Steering Committee for Natural Disaster Prevention, Search and Rescue, and National Defense Mobilization, as well as the provincial Military Command, are crucial during this time.
