According to reports from Báo Người Lao Động, several provincial departments of Lâm Đồng recently convened to discuss and agree on matters pertaining to the construction of rest stops for two expressway projects: Tân Phú – Bảo Lộc and Bảo Lộc – Liên Khương.
For the Tân Phú – Bảo Lộc expressway, it was proposed to maintain the location as specified in the feasibility study report currently under appraisal. The suggested site is at Đam Bri Hydropower Plant, with coordinates Km105+300 (left side of the road) and Km106+ 500 (right side of the road) in Lộc Tân commune, Bảo Lâm district. This site is already included in the land-use planning, and changing it would require adjustments to the mineral planning, potentially delaying the project.
As for the Bảo Lộc – Liên Khương expressway, the preferred location is at approximately Km165 (both left and right sides) in Gia Hiệp commune, Di Linh district. This proposed area conforms to the regulations on the distance between rest stops on expressways. The site is relatively flat, mainly comprising agricultural land, and is situated at the intersection of the provincial road ĐT 723 and the expressway, making it a feasible and efficient investment.
In terms of scale, it is proposed to allocate 3-5 hectares for each rest stop on the Tân Phú – Bảo Lộc and Bảo Lộc – Liên Khương expressways. This is due to the hilly and mountainous terrain of Lâm Đồng province, which requires a larger area for ground leveling and construction layout.
Following this meeting, the Lâm Đồng Department of Transportation had a discussion with the two investor representatives who proposed the projects—Đèo Cả Corporation and Phương Trang Group—to reach an agreement on the aforementioned matters before reporting to the People’s Committee of the province.
However, the investor representatives did not agree with the proposed rest stop locations and requested further field surveys to ensure the suitability and efficiency of the investments.
Consequently, the Department of Transportation has requested the People’s Committee of the province to organize a meeting with the representatives of the two investor consortia to finalize the matters pertaining to the determination of locations, scale, and investment options for the rest stops. This will enable the consulting units to incorporate these decisions into the relevant reports for the two expressway projects.
Previously, on August 25, during a working session with Prime Minister Phạm Minh Chính, the leaders of Lâm Đồng province submitted several proposals for the Prime Minister’s consideration and support, pertaining to the two expressway projects.
These included an additional VND 2,410 billion in central budget funds and permission to apply a revenue-sharing mechanism for the Tân Phú – Bảo Lộc expressway project, as well as an additional VND 922 billion in central budget funds for the Bảo Lộc – Liên Khương expressway project.
