The Devastating Floods and Landslides: Thanh Hoa Declares a State of Emergency in Multiple Areas

Recent heavy rainfall has caused severe flash flooding across the Thanh Hoa province, with water levels in major rivers rising to alarming levels. The downpour has triggered landslides in several mountainous districts, causing extensive damage and disruption.

Heavy rain in Thanh Hoa province caused flooding and landslides as water rushed down from upstream sources. By 9 am on September 23, over 2,000 households had to be evacuated to safer locations.

According to the Provincial Steering Committee for Natural Disaster Prevention, Search and Rescue, more than 100 houses in mountainous districts such as Quan Son, Quan Hoa, Muong Lat, Lang Chanh, and Ba Thuoc were damaged by landslides; 7 schools had to be evacuated; dozens of hectares of crops were damaged by floods; and transportation infrastructure was severely affected. There were 178 locations of talus slope failures, with a total length of 162 meters, along National Highways 15, 15C, 16, 217, and 47, leading to road blockages and isolating many localities within the province.

In response to this situation, the Military Command of Thanh Hoa province mobilized 1,500 officers, soldiers, and militia to assist in disaster relief efforts and organize the evacuation of residents to safer areas.

In Xuan Hoa commune, Nhu Xuan district, a flood-related accident occurred. At around 6:15 am on September 23, H.V.S. (born in 2003) was riding a motorbike with H.T.N. (born in 2012) as a passenger when they fell into a flooded stream.

Local people and forces immediately rescued H.T.N. and took the child to the District Polyclinic for emergency treatment. Unfortunately, H.V.S.’s body was found at 8:12 am and handed over to the family for burial according to regulations.

There was heavy rain in Thanh Hoa province during the night and early morning of September 23. Data from automatic rain gauges showed that rainfall from 7 pm on September 22 to 6 am on September 23 was generally below 20mm, with some higher amounts in specific locations: Ly Nhon 56.2mm, Yen Lam (Yen Dinh) 51.2mm, and Bat Mot (Thuong Xuan) 42.6mm. Currently, the flood level in the upper reaches of the Ma River has peaked and is slowly receding, while the middle and lower reaches of the Ma and Len Rivers are still rising.

The rising floodwaters on the Ma River prompted Thanh Hoa province to issue a warning, preparing for potential worst-case scenarios.

The People’s Committee of Thanh Hoa province also announced three emergency situations: a landslide behind Lam Phu Secondary School in Lang Chanh district; a landslide on the sunny slope of the main canal of Cua Dat in Phung Giao commune, Ngoc Lac district, affected by Storm No. 3 and post-storm floods; and a landslide behind Nhu Xuan Secondary and High School in Thanh Quan commune, Nhu Xuan district.

Due to prolonged heavy rain and the Ma River’s water level reaching the second alert level, Giang Thanh ward, Thieu Khanh commune, and Thanh Hoa city were submerged in deep floods.
