On September 23, Thanh Hoa province organized its regular September 2024 Provincial People’s Committee meeting, chaired by Mr. Do Minh Tuan – Vice Secretary of the Provincial Party Committee, Chairman of the Provincial People’s Committee. The conference informed about the socio-economic, defense and security situation in the first nine months, the estimated performance for the whole of 2024, and the socio-economic development orientation for 2025.
In the first nine months of 2024, Thanh Hoa’s socio-economic situation had many bright spots and positive changes in most fields. Agricultural production achieved fairly comprehensive results; the industrial production index (IIP) is estimated to increase by 20.2%, with most key industrial products having higher output compared to the same period. Total retail sales of goods and services revenue increased by 14% over the same period.
Export value increased by 27.3%; the total number of tourists exceeded the plan by 4.7% and increased by 19.6%, tourism revenue increased by 39.2%; transport revenue increased by 14.3%. State budget revenue exceeded the estimate by 20% and increased by 44.7% over the same period, ranking among the top 10 localities with the highest revenue in the country.
Foreign affairs and investment promotion activities have achieved positive results; investment attraction is 1.8 times higher in the number of projects and 26% in registered capital. The number of newly established enterprises increased by 22.5%; the Provincial Competitiveness Index (PCI) in 2023 increased by 17 ranks compared to 2022.
Capital disbursement for public investment is always in the leading group in the country; Land clearance reached 89.8% of the plan, a sharp increase compared to the same period (71.2%). Positive deployment and early site clearance have made important contributions to the completion of the national 500kV power line project.

Along with the achievements, Thanh Hoa’s socio-economic situation still faces some difficulties and problems. Some key industrial products have low output compared to the plan and decreased compared to the same period, such as: Various types of beer decreased by 13.7%; trucks decreased by 62.6%; lubricating oil decreased by 8.4%…; there are no new industrial products.
The progress of many key investment projects of the province is slow and has not met the requirements, such as: The coastal road route in the section from Nga Son to Hoang Hoa; the section from Hoang Hoa to Sam Son and the section from Quang Xuong to Tinh Gia; the road from Bim Son Industrial Zone to the coastal road route from Nga Son to Hoang Hoa…
Mr. Do Minh Tuan – Chairman of the Provincial People’s Committee highly appreciated the results achieved in the first nine months of 2024, which continued to see positive changes, with most fields reaching and exceeding the set targets and plans, with many targets ranking at the top in the country.
Regarding the tasks for the coming time, the Chairman of the Provincial People’s Committee basically agreed with the proposed key tasks; at the same time, noting that to successfully complete the socio-economic development goals and tasks for 2024, it is necessary to focus highly, drastically and synchronously deploy and effectively implement the assigned tasks and solutions.
Mr. Do Minh Tuan noted that, in the immediate future, it is necessary to proactively focus on the task of natural disaster and flood prevention. Branches, agencies, and localities urgently review, evaluate, and clearly identify the remaining contents and tasks of the last three months of 2024 to focus on leadership and direction, striving to successfully implement the socio-economic development goals and tasks for 2024.
Continue to organize and effectively implement the Plan for implementing the Master Plan of Thanh Hoa province for the period of 2021-2030, with a vision to 2045; Master Plan of Thanh Hoa urban area to 2040; specific programs, mechanisms, and policies to implement Resolution No. 58-NQ/TW dated August 5, 2020 of the Politburo, resolutions of the Party Congresses at all levels for the term 2020-2025; specific mechanisms and policies according to Resolution No. 37/2021/QH15 dated November 13, 2021 of the National Assembly; and the conclusion of the Prime Minister at the working session with the provincial leaders.
Proactively inspect, closely monitor the price fluctuations of raw materials, fuels, and input materials, and the operations of industrial enterprises to promptly remove difficulties, promote production and consumption of products, and not to interrupt production. Encourage and support enterprises to maximize capacity and increase output to make up for the shortage of industrial products with reduced output.
Focus on reviewing and removing difficulties to soon put large-scale industrial projects into operation in the last months of 2024, contributing to increasing production capacity and promoting the province’s economic growth.
