On the evening of September 24, authorities in Lam Dong province executed a decision to prosecute and arrest Mr. Pham Thanh Cong, Chief of Office of the Department of Natural Resources and Environment of Lam Dong province, for “Fraudulent Appropriation of Property.”
During the night of September 24, investigators searched Mr. Cong’s house located on Ly Nam De street, Ward 8, Da Lat city.
According to initial information, a local in Duc Trong district needed assistance with land-use conversion and sought help from Mr. Cong. This individual transferred 1 billion VND to Mr. Cong on two separate occasions to facilitate the process. However, Mr. Cong neither provided the expected assistance nor returned the money.
In September 2024, the local brought documents and audio recordings to accuse Mr. Cong during a regular citizen reception held by Mr. Nguyen Thai Hoc, Acting Secretary of the Lam Dong Provincial Party Committee. The case was then transferred to the police for investigation.
As a result, the Lam Dong Police decided to prosecute and arrest Mr. Cong to further investigate the matter.
