On the morning of September 19, the Ministry of Industry and Trade held a National Conference on Energy Conservation and Efficiency in Da Nang city. The conference aimed to evaluate the implementation of the National Program on Energy Conservation and Efficiency towards 2024 and orient and promote activities under the Program in 2025 and the following years.

Representatives from the Ministry of Industry and Trade (Department of Energy Conservation and Sustainable Development), relevant ministries and sectors, Departments of Industry and Trade of provinces and cities, centers for industrial promotion, energy conservation centers of provinces and cities, and organizations and individuals working in the field of energy conservation and efficiency in provinces and cities across the country attended the conference.

In her opening remarks, Ms. Nguyen Thi Lam Giang, Director of the Department of Energy Conservation and Sustainable Development (Ministry of Industry and Trade), emphasized: “The programs and directives have demonstrated the strategic vision and consistent policy of the Party, State, and Government on the important and strategic role of energy conservation and efficiency in the sustainable development of the country’s economy in the present and future.”

Sharing some results of the implementation of the VNEEP3 Program towards 2024, Ms. Giang said that 60 out of 63 provinces and cities have issued plans to implement the local program for the 2020-2025 period and towards 2030. All 63 provinces and cities nationwide have also built and issued plans to implement the Prime Minister’s Directive No. 20 dated June 08, 2023, on electricity saving for the period of 2023-2025 and the following years or issue directives of the Provincial People’s Committee Chairmen. Notably, the electricity saving program has achieved a result of over 2% electricity saving nationwide annually in the period of 2020-2023.

The Ministry of Industry and Trade also coordinated with the Ministry of Science and Technology to present to the Prime Minister for issuance of Decision No. 14/2023/QD-TTg dated May 24, 2023, on the list and roadmap of means and equipment using energy that must be eliminated and low-efficiency power plants that are not allowed to be built new.

Many decisions, circulars, technical guides, workshops, training, human resource development, competitions, and awards in the field of energy conservation and efficiency have also been implemented by the Ministry of Industry and Trade and have achieved remarkable results.

According to Ms. Giang, one of the important contents and tasks in the coming time is to amend and supplement the Law on Energy Conservation and Efficiency. The Law was issued by the Government in 2010 and took effect in 2011. After more than 10 years of implementation, it is necessary to consider amending the Law on Energy Conservation and Efficiency towards strengthening mandatory regulations and sanctions and clarifying preferential and encouraging mechanisms.

According to the conference organizers, since 2015, Vietnam has shifted from an energy-exporting country to an energy-importing one, and its reliance on imported fossil energy sources has been increasing. Meanwhile, investing in the development of power sources and grids requires enormous resources from society. Renewable energy sources are still expensive and limited in terms of capacity in the power system due to technical barriers in stable system operation.

Therefore, the role of energy and electricity conservation and efficiency is becoming increasingly important in ensuring power supply, conserving national energy resources, protecting the environment, and mitigating the impacts of global climate change.

On March 13, 2019, the Prime Minister issued Decision No. 280/QD-TTg approving the National Program on Energy Conservation and Efficiency for the period of 2019-2030 (VNEEP3 Program) with the goal of saving 5-7% of the country’s total energy consumption in the period up to 2025 and 8-10% in the whole period of 2019-2030, equivalent to about 60 million tons of oil equivalent (TOE).

On June 08, 2023, the Prime Minister issued Directive No. 20/CT-TTg on strengthening electricity saving in the period of 2023-2025 and the following years. The Directive sets a target of saving 2% of electricity consumption annually and identifies solutions that ministries, sectors, localities, and electricity users must implement to ensure the achievement of the set goals.

At the conference, Vietnam Electricity (EVN) and the Departments of Industry and Trade of some provinces and cities shared the results of the implementation and deployment of the VNEEP3 Program and Directive No. 20 of the Prime Minister.

Especially, within the framework of the conference, there were also an exhibition of energy-saving products and technologies, and the Launching Ceremony of the “Program to Accelerate Innovation and Innovation in the Field of Energy Efficiency.” This is the first acceleration program held in Vietnam dedicated to the field of energy efficiency. The program aims to attract investment in innovative solutions for energy conservation and efficiency in the fields of industry, transportation, and construction in Vietnam.

This startup acceleration program is part of the “Promoting Innovation in Energy Efficiency” (AIS4EE) project under the Vietnam – EU Sustainable Energy Transition Program (SETP) funded by the European Union. The total prize value of the program is up to USD 10,000 for student startup groups. Through this, the groups also have the opportunity to participate in domestic and international fundraising events from venture capital funds, including investment from Touchstone Partners and potential investments from partner investment funds.

Through investment promotion, the startup acceleration program will contribute to the overall goal of the National Program on Energy Conservation and Efficiency for the period of 2019 – 2030. Promoting innovative solutions for energy efficiency will also contribute to the energy transition process in Vietnam, towards achieving the goals of responding to climate change that Vietnam has committed to.
