
In response to Dr. Tran Du Lich’s question about priority policies to support businesses in accelerating the economic transition, Deputy Minister Tran Quoc Phuong from the Ministry of Planning and Investment shared that Vietnam already has a comprehensive set of policies at different levels to facilitate the economic transition in a broader sense and industrial transformation specifically, with a particular emphasis on innovation and creativity.
Regarding concrete implementation, businesses can refer to various documents, such as five-year and annual plans, which outline detailed steps for restructuring the economy. These plans highlight three key areas for economic transition: restructuring the state budget, state-owned enterprises, and public investment. These three areas are pivotal for driving the economic transformation. In addition, there are sector-specific policies for industries, including industry, agriculture, services, and trade.
To further promote industrial transformation, two parallel processes, namely digital transformation and green transformation, are emphasized. Facilitating innovation is crucial to achieving success in this endeavor.
“Additionally, I would like to share that the Prime Minister has recently issued two crucial decisions: approving the strategy for developing the semiconductor industry in Vietnam and the project for training high-quality human resources to serve the semiconductor industry and chip production,” emphasized the Deputy Minister of Planning and Investment.
According to the Deputy Minister, these two decisions are pivotal as we enter a new phase of intensifying economic transformation in the areas of innovation, digital transformation, and green transformation.
Regarding green transformation, the Ministry of Natural Resources and Environment has provided specific regulations with criteria, standards, and norms to define green enterprises, products, and projects. These definitions will determine the applicability of mechanisms and policies within the current legal framework to support businesses undergoing digital and green transformation in the economy.
Lastly, the Ministry of Planning and Investment will continue to research, advise the Government, and review existing regulations related to supporting and encouraging businesses to promote green transformation. Adjustments will be made to policies that are no longer suitable, and the Ministry will propose new policies.
In terms of human resource development, to attract and appeal to new-generation investment projects in the fields of information technology, semiconductors, and other emerging sectors, there will be supplementary policies and projects. As mentioned earlier, the Prime Minister’s decision to approve the project to train 100,000 high-quality engineers and technicians in the fields of semiconductors and AI is aligned with our orientation towards attracting new investments.
