Presenting the Government’s proposal on this matter, Minister of Home Affairs Pham Thi Thanh Tra stated that Thua Thien Hue Province has always held a significant position as a connector of the three regions of Vietnam – North, Central, and South – and boasts a rich history and cultural heritage.

The development of the proposal to establish Hue City as a centrally governed municipality will create a new impetus for growth, not only for the city itself but also making a practical contribution to the Central region and the entire country.
According to Ms. Pham Thi Thanh Tra, the establishment of Hue as a centrally governed city is a crucial step in realizing Resolution No. 54 of the Politburo. It lays an important foundation for achieving the goal that, by 2030, Thua Thien Hue will be one of the largest and most distinctive centers in Southeast Asia for culture, tourism, and specialized healthcare. Additionally, it will be one of the country’s leading centers for science and technology, as well as multi-disciplinary, high-quality education and training.
Regarding the proposed arrangement, the Government suggests establishing Hue City as a centrally governed municipality based on the current status of Thua Thien Hue Province, encompassing over 4,947 square kilometers of natural area and a population of more than 1.2 million people.
The establishment of Hue as a centrally governed city will involve the creation of 2 districts, 1 town, 1 rural district, 11 wards, 1 commune, and 1 township. This will be achieved through the reorganization and establishment of relevant administrative units at the district and commune levels.
Specifically, two districts (Phu Xuan and Thuan Hoa) within the centrally governed city of Hue will be established based on the existing city of Hue. Phong Dien town will be formed on the basis of the current status of Phong Dien district. Nam Dong district will be merged with Phu Loc district to form a new Phu Loc district. Additionally, 11 wards, 1 commune, and 1 township will be established through the reorganization of 21 communal-level units (2 wards, 1 township, and 18 communes).

With this proposed arrangement, the centrally governed city of Hue will encompass over 4,947 square kilometers of natural area and a population of more than 1.2 million people. It will consist of 9 administrative units at the district level, including 2 districts, 3 towns, and 4 rural districts (with no change in the number of district-level units). There will be 133 administrative units at the commune level.
According to the Verification Report of the National Assembly’s Law Committee, the committee agrees on the necessity of establishing Hue as a centrally governed city and rearranging the administrative units at the district and commune levels in Thua Thien Hue Province.
The Verification Report clearly states that, in comparison to the current situation, Thua Thien Hue Province meets the standards and requirements to be considered for the establishment of Hue as a centrally governed city by the National Assembly.
The committee also noted that the establishment of Hue as a centrally governed city, along with the formation of districts, towns, wards, and townships, will present certain challenges for state management in the area. These include determining an appropriate model for urban governance and managing the transition in the socio-occupational structure.
Therefore, the committee requested that the Government, the provincial Party Committee, and the Thua Thien Hue administration pay close attention and thoroughly prepare the necessary conditions. They should also develop plans and specific orientations to address these issues once Hue becomes a centrally governed city.
