“Vinpearl Granted Extension for Submersible Vessel Services in Nha Trang Bay until March 2025”

Vice Prime Minister Tran Hong Ha has approved the extension of the pilot program for submarine tours in Nha Trang Bay. The decision was formalized in Document No. 724/TTg-CN, issued on September 28, 2024.

Deputy Prime Minister Tran Hong Ha has approved a proposal from the Ministry of Transport to extend the pilot operation of submersible vessel services in Nha Trang Bay until March 30, 2025, to allow more time for refining relevant legal frameworks.

The decision was made to ensure the completion of legal procedures for the operation of submersible vessel services, a novel tourism model with high educational value that caters to diverse customer groups, including the elderly, children, and both domestic and international tourists.

From April 30, 2022, to September 12, 2022, Vinpearl Joint Stock Company successfully conducted 713 dives, including test dives, training sessions, and passenger dives, totaling 2,708 passengers participating in the submersible tourism service in the Hon Mot area of Nha Trang Bay. The dives were carried out safely, without incidents, and ensured a high-quality experience for customers.

According to the Ministry of Transport, they are currently collaborating with relevant ministries, agencies, and organizations to draft a decree amending and supplementing a number of articles in the Decree No. 58/2017/ND-CP, which provides detailed regulations on maritime administration under the Vietnam Maritime Law. The draft decree includes provisions for managing submersible vessels operating for tourism purposes within Vietnamese port waters and has been sent to the Ministry of Justice for appraisal.

To facilitate business operations, improve the business environment, enhance service quality, diversify tourism offerings, and contribute to the development of tourism as a spearhead industry, the Ministry of Transport requested the Prime Minister and Deputy Prime Minister Tran Hong Ha to consider extending the pilot operation of submersible vessel services in Nha Trang Bay until the full legal framework for managing submersible vessel tourism within Vietnamese port waters is promulgated.

Deputy Prime Minister Tran Hong Ha agreed to this proposal and assigned relevant tasks to the Ministry of Transport, the Ministry of Defense, the People’s Committee of Khanh Hoa province, Vinpearl Joint Stock Company, and other concerned agencies to ensure the safe and secure management of submersible vessel operations in Nha Trang Bay, in compliance with existing laws and regulations on security, defense, and related fields. Regular monitoring and supervision of the vessels and supporting activities will be conducted to guarantee absolute safety.

Vinpearl Joint Stock Company and relevant agencies are responsible for formulating safety measures, accident prevention plans, and emergency response protocols, in accordance with legal regulations, to ensure the security of passengers during submersible vessel operations in Nha Trang Bay.

The Ministry of Transport is instructed to closely coordinate with the Government Office in finalizing and submitting the legal documents related to submersible vessel services to the competent authorities for issuance.
