Prime Minister Pham Minh Chinh expressed his delight and emotion at meeting Amir Sheikh Tamim bin Hamad Al Thani again after a year of significant progress in bilateral relations. He mentioned that he was always impressed by the Amir’s statement, “The relationship between Vietnam and Qatar knows no bounds,” which reflects the Amir’s care and affection for Vietnam and the strong bond between the two nations.

The Prime Minister congratulated Qatar on its remarkable achievements under the Amir’s wise and insightful leadership, leading to rapid and sustainable development. Qatar boasts a modern economy, robust national defense, and an elevated international role.

Amir Sheikh Tamim bin Hamad Al Thani expressed his utmost joy at welcoming Prime Minister Pham Minh Chinh again. He shared that the Arab nations and people, especially Qatar, hold deep sentiments for Vietnam and admire its heroic historical traditions and remarkable development achievements, particularly in infrastructure, agriculture, and technology. The Amir suggested that alongside traditional cooperation areas, the two countries should expand collaboration in new fields, such as science and technology, innovation, and energy. He affirmed Qatar’s readiness to further invest in Vietnam in the coming time.

Asserting that there are no limits to the relationship with Vietnam, the Amir stated that Qatar always welcomes cooperation with Vietnam and proposed that the two countries jointly explore areas of mutual interest. He believed that following the Prime Minister’s visit and his meeting with the Qatari Amir, the two countries would sign important documents, laying a solid foundation for deepening bilateral relations.

However, the Amir emphasized that the relationship should not be confined to these documents alone. Instead, the two countries should proactively seek new cooperation opportunities with a focused approach, especially in strategic investment projects of national significance and large-scale infrastructure development. The Amir expressed his support and desire to have more Vietnamese companies investing in Qatar and agreed to facilitate a stable environment for the Vietnamese community living and working in Qatar.

Prime Minister Pham Minh Chinh thanked the Amir for his profound sentiments towards Vietnam. He concurred that while the political relationship between the two countries is strong, economic cooperation has not yet lived up to their potential and strengths.

The Prime Minister requested the Amir’s continued support and encouragement to advance Vietnam-Qatar relations, materializing the determination and commitment of both sides. This includes considering early negotiations and signing crucial agreements to establish a robust legal framework for bilateral cooperation, such as a Free Trade Agreement or a Comprehensive Economic Partnership Agreement, and agreements on ensuring food and energy security between the two countries. He also suggested encouraging Qatari investment funds to invest in strategic infrastructure, healthcare infrastructure, and educational infrastructure.

With a population of over 100 million, Vietnam can provide Qatar with a supplementary workforce of highly skilled laborers. Prime Minister Pham Minh Chinh expressed his gratitude for the scholarships provided to Vietnamese students and requested a continuation of this support. He also encouraged expanding cooperation in areas such as digital transformation, green transition, and circular economy.

Both sides agreed to elevate the relationship to new heights, fulfilling the aspirations and interests of the two peoples. They also agreed to enhance coordination and consultation on regional and international issues, contributing to peace, stability, cooperation, and development in the region and the world.

Prime Minister Pham Minh Chinh appreciated Qatar’s role and the Amir’s efforts in seeking unifying measures and mediating complex issues. He affirmed Vietnam’s support for the just struggle of the Palestinian people and its endorsement of the two-state solution. Vietnam stands ready to coordinate with Qatar in maintaining stability and peace in the region.

The two leaders welcomed the promotion of people-to-people exchanges and cultural connections, facilitating the negotiation and signing of a mutual visa exemption agreement for holders of ordinary passports, thus enhancing convenient travel for citizens of both countries. They agreed to instruct relevant ministries and sectors to promptly implement the commitments and agreements reached during this visit.

Prime Minister Pham Minh Chinh conveyed the greetings, congratulations, and invitations of General Secretary To Lam, President Luong Cuong, and Chairwoman of the National Assembly Tran Thanh Man for the Amir to visit Vietnam in 2025. The Amir gladly accepted the invitation and affirmed his anticipation of the upcoming visit to Vietnam.
