On November 8, the Quang Nam Provincial People’s Committee Office announced the conclusions of Chairman Le Van Dung at a meeting on strengthening state management of mineral activities and auctioning mineral exploitation rights in the province.
According to the conclusions, the chairman of Quang Nam recognized the efforts of various sectors and localities in inspecting, examining, and handling legal violations in mineral activities.
However, he pointed out several existing shortcomings, limitations, and inadequacies in state management of mineral activities in the province, including a shortage of fill material, construction sand, and rocks to serve the construction of projects and works.
Additionally, the management and monitoring of actual mineral extraction volumes by competent authorities, including through weighing stations and surveillance cameras at mine sites, have not been stringent and effective.
There are indications of violations by some enterprises in the mineral business, such as selling goods without issuing invoices or issuing invoices with values lower than the actual payment. There are also signs of restrained mining activities, especially for construction sand, and hoarding to manipulate prices.
Regarding the auction of mineral exploitation rights, there are signs of collusion among organizations and individuals to manipulate and disrupt the market for personal gain.
The chairman of Quang Nam instructed the relevant sectors and localities to promptly address the aforementioned issues and shortcomings.
He emphasized the need for stronger responsibility and improved state management of mineral activities, stricter inspections and handling of violations, and expedited administrative procedures to facilitate the timely issuance of exploration, approval, and mineral exploitation permits.
The chairman also assigned specific tasks and solutions to relevant departments and localities for implementation in the coming time. These include reviewing the procedures for auctioning mineral exploitation rights and preventing negative acts in this process.
He further instructed the strengthening of inspections, requiring mineral exploitation units in the province to comply with the installation and maintenance of weighing stations and surveillance cameras at warehouses, yards, and mineral transportation points.
He emphasized the need to minimize the time required for exploration, approval, and mineral exploitation permit issuance procedures.
Notably, during the handling of documents and procedures, only the opinions of relevant competent agencies will be considered. These agencies must provide written responses within seven days of receiving the request for opinion. If no response is received within the specified time frame, it will be considered as an agreement, and the agencies will bear joint responsibility.
Regarding the auction of mineral exploitation rights at the DB2B mine point in Dien Tho, Dien Ban town (with a starting price of VND 1.2 billion and a winning bid of up to VND 370.5 billion), the Chairman of the Quang Nam Provincial People’s Committee requested the Provincial Police to continue directing the investigation. If there is sufficient evidence of criminal offenses, the case should be prosecuted and handled to deter and educate, resolutely restoring order and discipline in the auction of mineral exploitation rights in the province.
