Prime Minister Pham Minh Chinh Surveys Two Key Highway Projects in Lang Son and Cao Bang

In his concluding remarks, Prime Minister Pham Minh Chinh emphasized the significance of the two highway projects, spanning over 150 km, in connecting the two provinces, the Red River Delta, and the capital region with northern mountainous areas. These projects are also crucial for the country’s connectivity, linking the Cao Bang-Lang Son highway to Hanoi and completing the north-south expressway network all the way to Ca Mau by 2025. The ultimate goal is to have at least 3,000 km of expressways by 2025 and 5,000 km by 2030. Additionally, these projects will facilitate international connections with China, opening up vast new development opportunities.
Regarding the proposals and recommendations, the Prime Minister instructed the swift completion of the two projects by 2025, contributing to the realization of the north-south expressway network from Cao Bang to Ca Mau within the same timeframe. He stressed the importance of ensuring quality, technical standards, aesthetics, safety, environmental protection, and addressing corruption and wastefulness.
The Prime Minister agreed to immediately commence the second phase of the Dong Dang-Tra Linh project in 2026 under the PPP model, featuring four complete lanes. He also emphasized the need to propose and recommend that the competent authorities promptly address difficulties and obstacles arising from current legal regulations.
He asserted: “We must achieve a breakthrough in infrastructure development to sustain double-digit economic growth annually and fulfill the two centenary goals we have set.”

Concerning the credit sources for the two projects, the Prime Minister suggested that Tien Phong Commercial Joint Stock Bank (TPBank) and Vietnam Prosperity Joint-Stock Commercial Bank (VPBank) actively participate in these projects with a spirit of harmonious interests and shared risks. He assigned Deputy Prime Minister Ho Duc Phoc, along with leaders from the Ministry of Finance, the State Bank of Vietnam, the Ministry of Transport, to collaborate with the two banks and related enterprises during November 2024 to address relevant issues and initiate specific tasks.
The Dong Dang (Lang Son) – Tra Linh (Cao Bang) and Huu Nghi – Chi Lang (Lang Son) highway projects are implemented under the public-private partnership (PPP) model, with a consortium of investors led by Deo Ca Group. The Dong Dang-Tra Linh project has a total length of 121 km and is divided into two phases with a total investment of over VND 23,000 billion. Phase 1 involves the construction of over 93 km of roads with a total investment of VND 14,114 billion, of which more than 69% is funded by the state budget. Phase 2 will complete the remaining 28 km. As of now, the land clearance progress for the project has reached 93.6%, with the Cao Bang section at 99% and the Lang Son section at 90%. The two provinces are determined to achieve 100% land handover by the end of December. The project investors, enterprises, and contractors have mobilized 1,020 personnel and 357 units of machinery and equipment, establishing 36 simultaneous construction sites and working around the clock as land is handed over in segments. The project commenced on January 1, 2024, with an expected turnover of VND 1,010 billion and a total disbursement of VND 2,000 billion in 2024. These foundations are crucial for the determination to open the route in 2025 and complete the entire project by the end of 2026. Upon completion, this expressway will reduce travel time between Cao Bang and Hanoi from 6-7 hours to approximately 3.5 hours. The Huu Nghi – Chi Lang project, with a length of 60 km, has a total investment of over VND 11,000 billion. The state budget contributes VND 5,495 billion, while the investors arrange VND 5,529 billion. The project is scheduled for completion by 2026. The project broke ground in April 2024, and the land clearance progress has reached 67%, with the aim of achieving 100% land handover by the end of December 2024. The project has mobilized 570 personnel and 350 vehicles and units of machinery and equipment, establishing 30 construction sites according to the segments of the handed-over land. The expected turnover for 2024 is VND 595 billion, with a total disbursement of VND 1,450 billion from various sources. |
Lang Son Takes the Lead in Smart Border Gate Development
During the working session, the Ministry of Finance, the People’s Committee of Lang Son Province, and Viettel Group presented a report on the pilot implementation of a smart border gate between Lang Son and Guangxi (China). Chairman of the Lang Son Provincial People’s Committee, Ho Tien Thieu, shared that Lang Son and Guangxi would sign an agreement on the coordination mechanism for the smart border gate operation later that day (November 14).
The leadership of the Vietnam Electricity Group (EVN) also reported on enhancing power grid connectivity between Vietnam and China, as well as the relocation of power infrastructure to facilitate the construction of the two highway projects.
The Prime Minister instructed Lang Son to take the lead in implementing the smart border gate and then expand this model to other localities. He urged local leaders to actively engage with their Chinese counterparts to fulfill the agreements reached by the high-level leaders of the two countries.
