Representative Duong Khac Mai, from the Dak Nong Provincial Delegation, strongly agrees with the proposal to place teachers’ salaries at the highest level within the administrative salary scale.
Representative Mai also suggested that along with this proposal, the quality of teachers should be a key focus to ensure that the salary scale reflects their expertise and contributions.
He emphasized the crucial role that teachers play in enhancing the quality of education, which is instrumental in developing a high-quality workforce capable of meeting the demands of industrialization, modernization, and international integration.
Suggesting the Government to Specify the Details of Allowance Retention for Teachers Who Are Transferred
Representative Mai pointed out that point a, clause 5, Article 21 regarding the retention of policies for transferred teachers states that in cases where teachers are transferred between public educational institutions, if the policies at the new position are lower than those at the previous one, the policies of the old position will be retained for a maximum of 36 months.
He suggested reconsidering the maximum period of 36 months for policy retention. In his opinion, this provision should be aligned with the policies for officials, public employees, and civil servants. Additionally, teachers already benefit from several preferential policies as outlined in the current draft law.

He proposed retaining the policies for a period of 6 months or more, but not up to 36 months.
Furthermore, some existing provisions regarding policy retention for public employees and civil servants are governed by governmental decrees.
Therefore, to ensure consistency and avoid legislating matters that fall under the government’s authority, Representative Mai suggested leaving the specifics to be determined by the government.
He also recommended that the draft law be reviewed to identify matters within the government’s purview and that those matters be left to the government to regulate, rather than including them in the law.

However, Representative Tran Van Tien from the Vinh Phuc Provincial Delegation pointed out that Article 18, which pertains to successful candidates undergoing probation or trial lectures, lacks specific regulations regarding their salary and allowance structure during this period.
Therefore, Representative Tien requested that the drafting agency consider and address this issue.
