According to Báo Nghệ An, the Standing Committee of the National Assembly has issued Resolution No. 1243/NQ-UBTVQH15, signed by Chairman of the National Assembly Tran Thanh Man, regarding the administrative reorganization of Nghe An province for the 2023–2025 period.

The resolution entails the integration of Cua Lo town, with an area of 29.09 km² and a population of 77,813, and four communes of Nghi Loc district—Nghi Xuan, Phuc Tho, Nghi Thai, and Nghi Phong—into Vinh city. This expansion will result in a total area of 166.22 km² and a population of 580,669 for Vinh city, while Nghi Loc district will encompass 313.88 km² with a population of 209,326.

Official expansion of Vinh City

Additionally, four new wards will be established in Vinh City: Hung Dong, Hung Loc, Nghi Phuc, and Nghi Duc. Hung Dong Ward will be formed from the existing commune of the same name, with an area of 6.42 km² and a population of 17,784. Hung Loc Ward will be created from Hung Loc commune, spanning 6.72 km² with a population of 26,321. Nghi Phuc Ward will originate from Nghi Phuc commune, measuring 6.47 km² and housing 25,032 individuals. Lastly, Nghi Duc Ward will be established from Nghi Duc commune, covering 5.69 km² with a population of 9,365.

Furthermore, the resolution dictates the merger of Hong Son Ward into Vinh Tan Ward, resulting in a combined area of 5.54 km² and a population of 32,157. Additionally, Doi Cung Ward and Le Mao Ward will be consolidated into Quang Trung Ward, yielding a total area of 2.12 km² and accommodating 38,511 residents.

The resolution also mandates the dissolution of the People’s Court and the People’s Procuracy of Cua Lo town. Consequently, the People’s Court and the People’s Procuracy of Vinh City will assume the responsibilities and competencies of their counterparts in Cua Lo, as stipulated by law.

Vinh City (expanded) has been recognized as a first-class urban area in Nghe An province.

Resolution No. 1243/NQ-UBTVQH15 will take effect on December 1, 2024, and from that date, Nghe An province will comprise 20 administrative units at the district level, including 17 districts and two towns. This signifies that, as of December 1, 2024, Cua Lo will no longer be a district-level administrative unit of Nghe An province, instead becoming a part of Vinh City.

The new Vinh City will comprise 33 wards and communes

Following the reorganization, Vinh City will consist of 33 administrative units at the commune level, including 24 wards: Ben Thuy, Cua Nam, Dong Vinh, Ha Huy Tap, Hung Binh, Hung Dung, Hung Dong, Hung Loc, Hung Phuc, Le Loi, Nghi Duc, Nghi Hai, Nghi Hoa, Nghi Huong, Nghi Phu, Nghi Thu, Nghi Thuy, Nghi Tan, Quan Bau, Quang Trung, Thu Thuy, Trung Do, Truong Thi, and Vinh Tan; and nine communes: Hung Chinh, Hung Hoa, Nghi An, Nghi Kim, Nghi Lien, Nghi Thai, Nghi Phong, Nghi Xuan, and Phuc Tho.

For the first time in its history, Vinh City will become a coastal urban area, sharing borders with Hung Nguyen and Nghi Loc districts, Ha Tinh province, and the East Sea, as reported by Báo Nghệ An.

Previously, on June 4, Deputy Prime Minister Tran Hong Ha signed Decision No. 475/QD-TTg, recognizing the expanded Vinh City, Nghe An province, as a first-class urban area.

The expanded Vinh City encompasses the current boundaries of Vinh City, Cua Lo town, and four communes of Nghi Loc district: Nghi Xuan, Phuc Tho, Nghi Thai, and Nghi Phong, covering a total area of 166.25 km².

The inner city is expected to comprise the existing 16 wards of Vinh City, seven wards of Cua Lo town, and four current communes of Vinh City—Hung Dong, Hung Loc, Nghi Phu, and Nghi Duc—with a total area of 89.56 km².

The outer city is anticipated to include the remaining five communes of Vinh City—Hung Chinh, Hung Hoa, Nghi An, Nghi Lien, and Nghi Kim—and the four communes of Nghi Loc district—Nghi Xuan, Phuc Tho, Nghi Thai, and Nghi Phong—covering a total area of 76.69 km².
