Corruption and economic crimes continue to evolve complexly
Continuing the agenda, on the morning of November 26, Minister of Public Security Luong Tam Quang, on behalf of the Government, reported to the National Assembly on crime prevention and control and law violations in 2024 (from October 1, 2023, to September 30, 2024).
Minister Luong Tam Quang stated that national security crimes are becoming increasingly complex. The Ministry of Public Security, along with ministries, sectors, and localities, continues to proactively assess the situation and advise the Party and State on policies to protect national security. They also promptly initiate prosecutions and investigations, clarifying crimes related to national security.

Additionally, social order crimes are becoming more complex, with a 12.53% increase in the number of cases. The rate of investigation and detection of social order crimes reached 83.48%, with very serious cases reaching 95.15% and especially serious cases at 97.08%.
Meanwhile, high-tech crimes continue to rise, with new methods and tricks. The authorities have blocked access to over 23,500 websites and social media accounts involved in illegal activities and initiated prosecutions against 1,521 cases with 658 offenders.
According to the Minister, corruption, economic crimes, and smuggling remain complex in many fields and most localities. The number of corruption and abuse of power cases detected and handled increased by 20.55%, while economic management order crimes decreased by 2.4%, and smuggling cases increased by 8.25%.
In her verification report, Chairwoman of the Judicial Committee Le Thi Nga assessed that 956 cases of corruption and abuse of power had been detected, an increase of 20.55%.
This result demonstrates the resolute and vigorous anti-corruption and anti-negativity campaign led by the Party, with no restricted areas or exceptions.
However, Ms. Nga noted that there are still some issues regarding the detection and handling of legal violations and crimes in certain areas. In some cases, competent authorities have not promptly detected and handled them, nor have they implemented effective prevention measures. As a result, the situation of illegal drug use in some conditional business establishments remains complex.
The detection and handling of legal violations and crimes related to the environment are also disproportionate to the actual situation, with a decrease in the number of detected cases compared to 2023.
Strategic advice from the early stages
The Government’s report also states that drug crimes and evils continue to develop complexly. The authorities have destroyed many large-scale transnational drug trafficking rings and local drug hotspots. The number of detected and handled drug-related crimes increased by 2.49%.
In 2025, the world and regional situations are predicted to be complex. To improve crime prevention and control and law violations, the Government has set five key tasks and solutions for the next year.
One of the tasks is to proactively enhance the quality of situation assessment, analysis, and forecasting and provide strategic advice from the early stages. Effectively implement plans and solutions to ensure national security and safety.
Focus on detecting, preventing, and neutralizing plots and activities of terrorism, sabotage, and incitement to demonstrate to cause social unrest by hostile forces, reactionaries, and opposing individuals. Instruct local authorities to resolve disputes and complaints promptly from the early stages at the grassroots level.
Strengthen the effectiveness of state management in security and social order; promote the progress of digital transformation and provide online public services. Enhance patrols, inspections, and handling of violations related to traffic order and safety and fire and explosion prevention; ensure security and safety in detention facilities…

Inspecting 100% of criminal cases right from the initiation of prosecution
Reporting on the work, Supreme People’s Procuratorate Nguyen Huy Tien said that in the past year, 142,946 cases with 231,614 defendants were prosecuted and inspected (an increase of 6.3% in the number of cases and 10.7% in the number of defendants); 100% of criminal cases were inspected right from the initiation of prosecution; 102,584 requests for investigation were issued (an increase of 3.5%).
521 orders and decisions on the application of preventive measures were not approved; 494 decisions on temporary detention were canceled; 24 decisions on temporary suspension and suspension of cases were canceled, and the investigation agency was requested to handle them in accordance with the law. The rate of timely prosecution reached 100% (exceeding the target by 10%), and the rate of accurate prosecution by name and by crime reached 99.9% (exceeding the target by 4.9%).
Prosecuting and inspecting the trial of 103,365 cases with 198,262 defendants. Through the inspection of the trial, 697 appellate protests were issued, of which 83.2% were accepted by the trial jury (exceeding the target by 13.2%); 95 cassation and renewal protests were issued, of which 82.5% were accepted (exceeding the target by 7.5%).
