On the afternoon of November 30, after the closing session of the 8th meeting of the 15th National Assembly, at the Press Center of the meeting, Secretary General of the National Assembly Le Quang Tung chaired a press conference to announce the results of the meeting.

At the press conference, Deputy Secretary General of the National Assembly and Vice Chairman of the Committee for Legal Affairs Nguyen Truong Giang said that after 29.5 working days, the 8th session of the 15th National Assembly had completed its entire program with the consideration of 51 contents and groups of contents, including: 33 contents related to lawmaking, 18 groups of contents on socio-economic issues, state budget, supervision, and other important matters. In addition, there were 12 groups of contents that were sent to the deputies of the National Assembly for their research and reference.
After careful consideration, the National Assembly passed 18 laws and 21 resolutions. It also provided initial feedback on 10 other bill drafts, considered and decided on personnel matters within its purview, and looked into the socio-economic development plan, the state budget estimate, and the central budget allocation plan for 2025, along with various national target programs and important national projects.
The National Assembly also conducted questioning and answering sessions, performed supreme oversight on the “Implementation of policies and laws on real estate market management and social housing development from 2015 to the end of 2023,” examined reports on the synthesis of voters’ recommendations and people’s opinions, reports on the results of supervising the handling of voters’ recommendations, reports on citizen reception, and the handling of complaints and denunciations of citizens, along with several other important matters.

Regarding personnel matters and decisions on important issues, the National Assembly considered and decided on the dismissal of Comrade To Lam from the position of State President. Luong Cuong was then elected as the State President of the Socialist Republic of Vietnam for the 2021-2026 term.
Mr. Bui Van Cuong, a deputy of the National Assembly from Hai Duong province, was dismissed from his position as a member of the Standing Committee of the National Assembly, Secretary General of the National Assembly, and was no longer a deputy of the 15th National Assembly.
Le Quang Tung was elected as a member of the Standing Committee of the 15th National Assembly and Secretary General of the National Assembly.
The National Assembly approved the proposal to dismiss Ho Duc Phoc and Nguyen Van Thang from their positions as Minister of Finance and Minister of Transport, respectively, for the 2021-2026 term.
The National Assembly approved the proposal to appoint Nguyen Van Thang as Minister of Finance and Tran Hong Minh as Minister of Transport for the 2021-2026 term.
The National Assembly also approved the proposal to appoint Nguyen Quoc Doan and Le Tien as Judges of the People’s Supreme Court.
The personnel work was carried out carefully and rigorously, following the directions and instructions of the Central Committee of the Party, the Politburo, and in compliance with the Party’s regulations and the laws of the State. It achieved a very high level of consensus among the deputies of the National Assembly.
After being elected by the National Assembly, State President Luong Cuong took the oath of office and delivered an inaugural address as stipulated by the Constitution.
In addition, the National Assembly also considered and discussed reports on the implementation of the socio-economic development plan and the state budget in 2024. They highly appreciated the direction, administration, and implementation by the Government, the Prime Minister, ministries, sectors, and localities, and commended the efforts of the business community and the people, who had basically completed the socio-economic development tasks for 2024. It is expected that 14 out of 15 key targets set out in Resolution No. 103/2023/QH15 of the National Assembly will be achieved or exceeded.
The National Assembly passed resolutions on the socio-economic development plan, state budget estimate, and central budget allocation plan for 2025.
Notably, the National Assembly considered and passed a resolution on the policy to invest in the North-South high-speed rail project using public investment with a preliminary total investment of more than 1.7 quadrillion VND.
Streamlining the apparatus does not mean reducing it
Talking to the press about the reorganization and streamlining of the apparatus of the National Assembly’s agencies, agencies under the Standing Committee of the National Assembly, and the Office of the National Assembly, Le Quang Tung, Secretary General of the National Assembly and Chief of the Office of the National Assembly, emphasized that the Central Committee has provided a very important orientation on streamlining, which does not mean reducing but rather “refining, streamlining, strengthening, and improving effectiveness and efficiency,” ensuring that the quality of work is not affected.
To implement this task, the National Assembly established a Steering Committee, with the President of the National Assembly as its head.
The Steering Committee is in the process of conducting a summary of the implementation of Resolution No. 18-NQ/TW, including a review and study for streamlining the apparatus of the National Assembly’s agencies, agencies under the Standing Committee of the National Assembly, and the Office of the National Assembly.
“We are in the process of implementing, reviewing, and will soon announce the results and options reported to the Politburo and the Party Delegation of the National Assembly so that reporters can promptly inform and propagate to voters and people”, said Le Quang Tung, Secretary General of the National Assembly and Chief of the Office of the National Assembly.
