On the afternoon of December 4th, the Ho Chi Minh City Party Committee organized a conference to deploy the conclusion of Resolution No. 18 on arranging a compact and effective apparatus.

Reducing 24 Subordinate Party Committees

Ms. Van Thi Bach Tuyet, Head of the Ho Chi Minh City Party Committee’s Organization Department, said that the plan for the rearrangement of local Party and government agencies has been carefully studied.

Specifically, for the Party block, the Ho Chi Minh City Party Committee’s Propaganda and Education Commission will be merged with the Mass Mobilization Commission. At the same time, the operation of 11 party groups, 3 party cells, and the People’s Party Committee will be terminated.

Two new party committees directly under the Ho Chi Minh City Party Committee were established, including the Party Committee of Party, Social Organizations, Judiciary, and the Party Committee of Government Blocks.

The Party organizations in the Office of the Delegation of the National Assembly and the People’s Council of Ho Chi Minh City, the Fatherland Front Committee, and socio-political organizations, the People’s Procuracy, the People’s Court, and the Party organizations in mass organizations were transferred to the Party, Social Organizations, and Judiciary Committee.

In addition, Ho Chi Minh City will also arrange the Party organizations of specialized agencies and public non-business units under the Ho Chi Minh City People’s Committee and 24 Party Committees at the grassroots level to be directly under the Government Blocks Party Committee.

The three Party Committees of the military, public security, and border guard remain unchanged.

The Party Committees that will be transferred to the Government Blocks Party Committee include: Party Committees in state-owned corporations, the Youth Volunteer Force, the Commercial Cooperative Alliance, the Management Board of Export Processing Zones and Industrial Parks, Customs, Telecommunications and Post Offices, Ho Chi Minh City National University, the University and College Block, the Central Agencies Block in the city, the Enterprise Block, the Ministry of Health’s grassroots organizations, the Ministry of Natural Resources and Environment, the Ministry of Agriculture and Rural Development, the Department of Health, the Department of Education and Training, the Department of Labor, Invalids and Social Affairs, and the Department of Transport.

Study the transfer of a number of Party organizations of the enterprise and public non-business type to the District Party Committees, the County Party Committees, and the Thu Duc City Party Committee.

According to Ms. Tuyet, after the rearrangement according to the above orientation, there will be 27 Party Committees directly under the Ho Chi Minh City Party Committee, a reduction of 24 Party Committees.

Termination of the Department of Food Safety

For the government block, study the merger of specialized agencies and other administrative agencies under the People’s Committee on the principle that if there is a Ministry in the Central Government, there will be a corresponding Department in the city.

Accordingly, study the merger of 10 departments, terminate the operation of 2 departments, arrange the agencies of the Board for Enterprise Renewal Management, the High-Tech Agricultural Park, the High-Tech Park, the Export Processing Zone – Industrial Park, and the Traffic Safety Committee Office.

Study the merger of the Department of Finance, the Department of Planning and Investment, and the Enterprise Renewal Management Board into a subordinate unit.

Merge the Department of Construction, the Department of Transport, the Department of Planning and Architecture, and transfer the Traffic Safety Committee Office into a subordinate unit.

Merge the Department of Natural Resources and Environment and the Department of Agriculture and Rural Development to perform the state management function of agriculture, natural resources, and environment; transfer some tasks of these two departments to related departments. At the same time, transfer the High-Tech Agricultural Park Management Board to a subordinate unit.

Study the merger of the Department of Tourism and the Department of Culture and Sports; merge the Department of Information and Communications with the Department of Science and Technology to perform the task of state management of science and technology and digital transformation.

Study the termination of the Department of Labor, Invalids, and Social Affairs, and transfer its functions to the Department of Education and Training, the Department of Health, the Department of Home Affairs, and the Department of Culture and Sports.

Study the termination of the Department of Food Safety, and transfer its tasks to the Department of Health, the Department of Agriculture and Rural Development, and the Department of Industry and Trade.

Merge the Committee for Religious Affairs into the Committee for Ethnic Minorities; merge the Management Board of High-Tech Parks and the Management Board of Industrial Parks and Export Processing Zones.

According to the Ho Chi Minh City Party Committee’s Organization Department, if this plan is implemented, Ho Chi Minh City will reduce 8 departments and 5 other administrative agencies under the Ho Chi Minh City People’s Committee.

In addition, the arrangement of non-business units under the Ho Chi Minh City People’s Committee will be studied, including management boards, press-related non-business units, education, health…

For Thu Duc City, a suitable proposal will be made considering its specific characteristics.

According to the Ho Chi Minh City Party Committee, the arrangement of the apparatus will be carried out concurrently with the Party Congress and other regular tasks.
