Head of the Central Organization Commission Le Minh Hung shared this information at a conference held on December 1st to propagate and deploy the conclusion of the implementation of Resolution 18 by the 12th Party Central Committee.

Merging 6 Committees and Discontinuing the Foreign Affairs Committee

Mr. Hung stated that for the agencies of the National Assembly and the National Assembly Standing Committee, the Politburo requested to study and propose merging and terminating the operations of several agencies.

This includes merging the Economic Committee with the Finance and Budget Committee; merging the Social Affairs Committee with the Culture and Education Committee; and merging the Judicial Committee with the Legal Committee.

Additionally, the proposal suggests terminating the operations of the Foreign Affairs Committee by transferring its main tasks to the Ministry of Foreign Affairs and a portion of its work to the Office of the National Assembly.

Another suggestion is to transform the Petition Committee into the Supervision and Petition Committee.

Mr. Hung mentioned that this proposal also involves studying the streamlining of the model for the Secretary-General, Deputy Secretary-General, and Secretariat of the National Assembly; and transferring the specialized departments of the Office of the National Assembly to be under the committees of the National Assembly and the boards of the National Assembly Standing Committee.

At the same time, the proposal includes terminating the operations of the Institute for Legislative Studies and transferring its functions and tasks to related agencies of the National Assembly and the National Assembly Standing Committee.

Furthermore, the streamlining of the apparatus of the National Assembly agencies also mentions studying the termination of the National Assembly Television, transferring its functions and tasks to Vietnam Television; and assigning the Party delegation of the National Assembly to be responsible for directing the arrangement, streamlining of the organization, and staffing.

Especially, the policy put forward is not to arrange the position of full-time members or specialized members in the Council for Ethnic Affairs and the committees of the National Assembly; the committees of the National Assembly will have a chairman, vice-chairman, and full-time National Assembly deputies.

According to the Head of the Central Organization Commission, with the implementation of this scheme, the apparatus of the National Assembly will be reduced by 4 committees and 1 agency under the National Assembly Standing Committee.

Temporary Halt on Civil Servant Recruitment, Appointment, and Introduction of Candidates

Along with this scheme, the Head of the Central Organization Commission drew attention to the need to develop a plan with clear steps and a specific roadmap to ensure that the agencies, units, and organizations after the rearrangement can operate smoothly, effectively, and efficiently, without any disruptions to their work, and without leaving any areas or fields unattended, or affecting the normal activities of agencies, units, and organizations and society.

Additionally, agencies need to propose and develop plans, as well as prepare the necessary conditions for the rearrangement of the organizational apparatus, personnel, civil servants, public employees, and laborers when there is a decision from the competent authority.

This includes urgently issuing superior policies and paying special attention to resolving regimes and policies and doing well in ideological and personnel work for civil servants, public employees, and laborers…

To facilitate the arrangement and streamlining of the organizational apparatus, the Politburo has directed a temporary halt on civil servant recruitment, appointments, and the introduction of candidates during the implementation of the rearrangement.

The Head of the Central Organization Commission requested that the agencies, units, and localities seriously implement this policy as directed by the Politburo.

The Head of the Central Organization Commission, Le Minh Hung, stated that the Party committees, party organizations, agencies, levels, and sectors should complete the summary and send the report to the Steering Committee before December 31, 2024; develop a summary report, organize conferences and workshops to gather opinions from leaders, Party committees, party organizations, experts, scientists, and survey a number of localities and units before February 15, 2025.

The Steering Committee will finalize the summary report and submit it to the Politburo before February 28, 2025, for submission to the Conference of the Party Central Committee (expected in mid-March) for consideration and approval.

Regarding Vietnam Airlines, the National Assembly approves the plan to offer additional shares to existing shareholders, thus increasing its charter capital by a maximum of VND 22,000 billion.
