On December 5, 2024, Deputy Prime Minister Tran Hong Ha signed Decision No. 1515/QD-TTg, recognizing Ha Tinh city, Ha Tinh province, as a second-tier urban area.
The expanded Ha Tinh city encompasses the entirety of the current Ha Tinh city as well as parts of Thach Ha, Loc Ha, and Cam Xuyen districts. Specifically, it includes 10 communes from Thach Ha (Diinh Ban, Thach Hai, Thach Hoi, Thach Khe, Thach Lac, Thach Thang, Thach Tri, Thach Van, Tuong Son, Tan Lam Huong, and Thach Dai), one commune from Loc Ha (Ho Do), and two communes from Cam Xuyen (Cam Vinh and Cam Binh). The total natural area of the expanded city is 220 square kilometers.
The inner-city area is expected to comprise the existing 10 wards of Ha Tinh city, along with four communes that are planned to be converted into wards (Thach Ha, Thach Trung, Thach Hung, and Dong Mon). This inner-city area will span across 52.68 square kilometers.
The outer-city area, on the other hand, will include one commune from Ha Tinh city (Thach Binh), 11 communes from Thach Ha district (the aforementioned communes), one commune from Loc Ha district (Ho Do), and two communes from Cam Xuyen district (Cam Vinh and Cam Binh). The total natural area of the outer-city region is 167.32 square kilometers.
This decision came into effect on December 5, 2024.

As part of the administrative reorganization plan for the 2023-2025 period, Ha Tinh has reorganized four administrative units at the district level, including one city and three districts, resulting in a net decrease of one unit. Additionally, 24 administrative units at the commune level have been reorganized, including 17 communes, five wards, and two towns. Out of these, 11 units were subject to reorganization, five were encouraged to merge, and eight were adjacent units, leading to a net reduction of seven units.
The province adjusted and expanded the administrative boundaries of Ha Tinh city by incorporating the entire natural area and population of 14 adjacent communes from Thach Ha, Loc Ha, and Cam Xuyen districts into Ha Tinh city.
Furthermore, 11 communes from Thach Ha district (Diinh Ban, Thach Hai, Thach Hoi, Thach Khe, Thach Lac, Thach Thang, Thach Tri, Thach Van, Tuong Son, Tan Lam Huong, and Thach Dai) were merged into Ha Tinh city, along with two communes from Cam Xuyen district (Cam Vinh and Cam Binh) and one commune from Loc Ha district (Ho Do).
The remaining 11 communes and towns of Loc Ha district (Loc Ha town, Thinh Loc, Tan Loc, Hong Loc, Ich Hau, Phu Luu, Thach My, Mai Phu, Binh An, Thach Kim, and Thach Chau) were incorporated into the remaining area of Thach Ha district.
As a result of this reorganization, Ha Tinh now has 12 administrative units at the district level, including one city (Ha Tinh), two towns (Hong Linh and Ky Anh), and nine districts, with a net decrease of one district (Loc Ha). At the commune level, 24 units have been reorganized, including 17 communes, five wards, and two towns. Ha Tinh has successfully executed this administrative reorganization plan, reducing the total number of units by seven.
According to the Ha Tinh Provincial Planning for the period of 2021-2030, with a vision towards 2050, the province aims to become one of the leading development hubs in the North Central and Central Coastal regions of Vietnam. By 2030, Ha Tinh aspires to be a relatively developed province, ranking among the top 20 provinces and cities in terms of Gross Regional Domestic Product (GRDP). The province also strives for stable development in the fields of culture, society, national defense, security, and foreign relations. Specifically, in economic terms, Ha Tinh targets an average growth rate of over 9% during the period of 2021-2030. The desired economic structure includes a 7.9% contribution from agriculture, forestry, and fisheries; 60.3% from industry and construction; 26.6% from services; and 5.14% from tax on products minus subsidies on products. The GRDP per capita goal is set at VND 170 million, with an export value target of approximately $4 billion. |
