Residents of An Cuu Ward in Hue City, Thua Thien-Hue Province, have repeatedly reported the dilapidated state of the row of kiosks numbered 24 on An Duong Vuong Street. The kiosks, located on Lot 236, Map Sheet 13, are not only an eyesore but also a blight on the urban landscape. Adding to the issue, the land, which is state-owned, has been occupied by a household for almost 25 years, who have built and rented out kiosks.

In 1991, Mr. Nguyen The Cuong and his wife, Tran Thi Thu Huong, were allocated a house by the Commercial Bank (now Vietnam Joint Stock Commercial Bank for Industry and Trade) of Thua Thien-Hue Province, at 24 An Duong Vuong Street, An Cuu Ward, Hue City.

According to the Hue City Land Development Center, on August 31, 1999, the People’s Committee of Thua Thien-Hue Province issued a decision approving land compensation prices and assets on the land when implementing the project to expand the North-South gateway of Hue City. Mr. Cuong’s house was partially affected, with an area of about 7 square meters being reclaimed, leaving 23.5 square meters.

Despite receiving compensation and being allocated resettlement land, Mr. Cuong continues to occupy state-owned land for his kiosk rental business.

Mr. Cuong’s household was approved for asset compensation of over VND 22.4 million, excluding land value. After deducting electricity and water charges payable to the owner, he received more than VND 18.8 million. Additionally, he was allocated a 90-square-meter resettlement land lot numbered 51 in the Kiem Hue Planning Area (Hue City) for a purchase price of nearly VND 32 million.

According to the Hue City Land Development Center, in the land handover protocol for resettlement, Mr. Cuong committed to vacating the state-owned land. However, he failed to do so and instead renovated and divided the 23.5-square-meter area into three kiosks for rent.

In 2000, the State Bank of Vietnam’s Thua Thien-Hue branch handed over this collective area (including the 23.5 square meter area occupied by Mr. Cuong) to the Thua Thien-Hue Housing Development Company for sale. As per the handover minutes, there were 11 households, excluding Mr. Cuong’s household.

In August 2023, after several discussions with relevant parties, the People’s Committee of Hue City decided to forcibly demolish Mr. Cuong’s kiosks. However, the demolition has not been carried out yet.

Mr. Nguyen Viet Bang, Vice Chairman of the People’s Committee of Hue City, stated that regarding Mr. Cuong’s case, the city has reported to the Provincial People’s Committee for directions, and relevant units have been instructed to coordinate with the city to handle the matter.
