Hanoi’s People’s Committee has planned for over a decade to allocate more than ten low- and high-rise parking lots around the Linh Dam residential area to meet the parking needs of its residents.

However, according to the People’s Committee of Hoang Liet Ward, only three ground-level parking lots (enclosed by fences and ropes) have been established so far to serve the residents. These include the parking lots at Bac Linh Dam, 8 Tran Thu Do Street, and DX3 on Bang Liet Street.

The capacity of these three parking lots only meets 5 to 10% of the parking demand in the project area. Regarding the remaining lots, the Hoang Liet Ward People’s Committee stated that their development is either delayed or incomplete.

According to Tien Phong Newspaper’s observations, the majority of the land plots allocated for parking projects that have not yet materialized are currently being utilized to their maximum capacity. However, these plots are not being used for parking, and if parking is allowed, it is only done in conjunction with other commercial activities.

Specifically, the golden land plot with the code F4T1 in the Linh Dam Southwest area, with an area of approximately 4,000 square meters, was planned for the construction of a high-rise parking lot to serve the residents. However, this plan has been distorted.

The entire land plot and accompanying buildings are named “Vinh Quang Group” on the signboard. While it is built on land designated for a parking lot, the parking only takes place in the middle of the yard and can accommodate a few dozen vehicles. The structures here are not intended for a high-rise parking lot but rather for commercial activities that have been ongoing for many years.

The parking lot land of “Vinh Quang Group,” adjacent to Van Tan Street and the streets surrounding the Linh Dam parking lot, has been divided into kiosks for rent (pictured above). The inner halls are also leased, while the area’s residents park their cars on the roads and sidewalks.

Currently, about 70% of the floor area of the constructed buildings is used for commercial and office rentals and kiosks (within the red box).

The C1B9 plot in the Linh Dam Southwest area, which was also planned as a high-rise parking lot, is currently an unlicensed and spontaneous parking lot.

Regarding the DX3 parking lot on Bang Liet Street, which was also planned as a high-rise parking lot, it has been “hanging” for many years. The project site is currently a temporary parking lot that lacks many safety conditions to safely store vehicles for residents.
