On the morning of December 17, authorities in Hoang Mai district, in collaboration with Hoang Van Thu ward, organized an enforcement to reclaim encroached land in the area designated for the Infrastructure Construction Investment Project for the Den Lu III Resettlement Area and the auction of land use rights in Hoang Van Thu ward.

The current state of the land before the enforcement action included illegal constructions, a parking lot, and ornamental plants, among other encroachments.

Back in 2005, the Hanoi People’s Committee issued a decision to reclaim 85,000 square meters of land for the Infrastructure Construction Investment Project for the Den Lu III Resettlement Area and the auction of land use rights in Hoang Van Thu ward.

In Hoang Van Thu ward, the project area encompassed approximately 82,636 square meters, most of which was managed by the Thanh Mai Agricultural Cooperative. By 2018, the Cooperative had completed the site clearance and handed over the land to the investor.

Due to delays in project progress, some individuals took advantage and encroached upon the land, using it for parking lots, temporary warehouses, and eateries, occupying about 4,000 square meters.

Local authorities had made repeated attempts to persuade the encroachers to vacate the premises and return the land for the project, but to no avail.

On December 3, 2024, the Hoang Mai District People’s Committee issued a decision ordering individuals and organizations with structures, assets, livestock, and crops on the land to vacate the premises and return the land to the project.

The authorities proceeded to fence off the reclaimed land to prevent further encroachments.
