According to Resolution No. 1286/NQ-UBTVQH15 dated November 14, 2024, of the National Assembly Standing Committee on the rearrangement of administrative units at the communal level in Hanoi for the 2023-2025 period, 109 communal-level administrative units will be rearranged to form 56 new communal-level administrative units across 20 districts, counties, and towns. The resolution takes effect from January 1, 2025.

As a result, Hanoi will have 30 district-level administrative units, including 12 districts, 17 counties, and one town; and 526 communal-level administrative units, comprising 160 wards, 345 communes, and 21 towns.

According to the Resolution, Ba Vi District will establish Phu Hong Commune by merging the entire natural area and population of three communes: Chau Son, Phu Phuong, and Tan Hong.

Chau Son Commune has a natural area of 3.55 km2 and a population of 4,937 people. Phu Phuong Commune has a natural area of 4.32 km2 and a population of 6,590 people, while Tan Hong Commune has a natural area of 8.80 km2 and a population of 17,626 people.

Thus, after its establishment, Phu Hong Commune will have a natural area of 16.67 km2 and a population of 29,153 people.

Following the rearrangement of communal-level administrative units, Ba Vi District will have 29 communal-level administrative units, including 28 communes and one town. According to the 2023 Hanoi Statistical Yearbook, Ba Vi is the largest district in terms of area, covering 421.8 km2.

The National Assembly Standing Committee assigns the Government, the People’s Council, the People’s Committee of Hanoi, and relevant agencies and organizations to organize the implementation of the Resolution, rearrange and streamline local agencies and organizations, and ensure the stability of local people’s lives, promoting socio-economic development, national defense, and security in the area.

The National Assembly Standing Committee requests that the Government direct relevant ministries and the Hanoi authorities to continue studying and building suitable rearrangement plans for administrative units that fall under the scope of rearrangement but have not been rearranged during the 2023-2025 period. They should also determine the roadmap for completing the necessary standards and conditions to ensure the implementation of rearrangement in the following years, in accordance with regulations.

The Council for Ethnic Affairs, the Committees of the National Assembly, and the Delegation of National Assembly deputies of Hanoi, within their functions and tasks, shall supervise the implementation of this Resolution.
