The Ministry of Transport has recently issued Circular No. 47, which will come into effect on January 1, 2025, detailing the inspection and certification process for motorcycle and scooter emissions.

Although the Circular will be effective from January 1, 2025, according to the Vietnam Register, the time for implementing the emission inspection for motorcycles at registration centers will not start on this date but will follow a government roadmap, which is not yet specific.

According to the Circular, the emission inspection cycle is stipulated as follows: vehicles under 5 years old will be automatically certified, vehicles from 5 to 12 years old will be inspected every 24 months, and vehicles over 12 years old will be inspected every 12 months.

The issuance of emission inspection certificates for motorcycles and scooters under 5 years old will be done through inspection management software to reduce the number of vehicles queuing at emission inspection centers.

This certification is based on the results of the certification of technical safety and environmental protection standards for motorcycles and scooters in production, assembly, and importation, obtained from the data of the Vietnam Register in combination with the database on vehicle registration and management of the Ministry of Public Security.

Vehicle owners do not need to submit emission inspection dossiers or bring their vehicles to registration centers, helping to reduce congestion at these centers. The Circular also stipulates that the emission inspection certificate is in an online form, linked to the vehicle owner’s electronic identification account, reducing the time for printing, stamping, and the cost of performing the inspection.

For motorcycles and scooters over 5 years old from the year of manufacture, owners need to take their vehicles to registration centers to undergo emission inspections.

Here, they must present one of the following documents: the original vehicle registration certificate, a certified true copy, or an electronically certified copy of the original, along with an appointment for vehicle registration, for the registration center to accept the inspection dossier.

The registration centers will then proceed to look up the vehicle’s information on the inspection management software system and compare the information from the vehicle registration certificate with the actual information of the vehicle.

The vehicle will not be inspected if the information does not match; otherwise, if there is no problem, the registration center will proceed to establish a control sheet and perform the emission inspection.

If the vehicle meets the emission inspection requirements, it will be granted an electronic emission inspection certificate, and the information will be integrated into the vehicle owner’s electronic identification account.

According to statistics from the Ministry of Transport, as of the end of 2023, there were nearly 75 million motorcycles in circulation nationwide, of which nearly 73 million were gasoline-powered. Many of these are old vehicles produced before 2000, which pose a high risk of environmental pollution.
