The People’s Committee of Bac Ninh province considered and provided feedback on the draft regulations on supportive policies for establishments, households, individuals, cooperatives, and businesses operating in Phong Khe ward (Bac Ninh city), Van Mon commune (Yen Phong district), and Phu Lam commune (Tien Du district) until 2030 during its January 2025 meeting.
THREE HEAVILY POLLUTING TRADES NEED TO BE ADDRESSED
The feedback focused on providing support for relocation costs and bank loan interest rates for paper production facilities in residential areas and industrial clusters in Phong Khe ward (Bac Ninh city) and Phu Lam commune (Tien Du district). It also included metal recycling facilities in Van Mon commune (Yen Phong district) that voluntarily relocate to industrial zones or switch to other professions. These measures aim to ensure environmental considerations in the development of industries and small handicrafts while adhering to urban regulations and meeting the demands of industrial handicraft development in the coming years.
Chairman of the People’s Committee of Bac Ninh province, Vuong Quoc Tuan, affirmed that these are the three most polluting trades that need to be addressed. Therefore, the issuance of the supportive resolution demonstrates the province’s attention, accompaniment, and timely encouragement for the establishments in these trades as they cease their operations to protect the environment.
The People’s Committee of Bac Ninh requested that the drafters of the resolution revise the title, scope, and applicability. They also adjusted the maximum support level to no more than VND 200 million for establishments ceasing operations in the residential area of Van Mon, and no more than VND 300 million for those in the Man Xa industrial cluster (Van Mon) and production establishments in the Phu Lam and Phong Khe industrial clusters.
Establishments with existing violations regarding land-use origins or land encroachment will not be supported, and those penalized for administrative violations must fulfill their obligations to receive support.
The competent agencies were urged to promptly finalize the draft resolution for submission to the Provincial People’s Council for consideration and approval, ensuring legal compliance, feasibility, and consistency with the Law on State Budget when issued. It is also essential to gain the consensus of the people in these trades.
According to initial statistics, there are 207 establishments in the residential area of Van Mon, 96 in the Man Xa industrial cluster (Van Mon), approximately 300 in the Phong Khe I and II industrial clusters, and 35 in the Phu Lam craft village.
DEVELOPING CRAFTS VILLAGES WITH ENVIRONMENTAL CONSIDERATIONS, RELOCATING POLLUTING ESTABLISHMENTS OUT OF RESIDENTIAL AREAS
Earlier, on January 3, 2025, Chairman of the Provincial People’s Committee Vuong Quoc Tuan signed a document directing the departments, branches, and localities to control environmental protection in craft villages and industrial clusters in the area.
Accordingly, the Chairpersons of the People’s Committees of the districts, towns, and cities, and the heads of relevant agencies and units, were requested to continue effectively implementing Conclusion No. 116-KL/TU dated April 14, 2021, of the Provincial Party Committee, the Comprehensive Environmental Protection Scheme of Bac Ninh province for the period of 2019-2025, and the Provincial Party Committee and the People’s Committee’s directives related to the field of the environment in accordance with the law. Directing the professional sections, the People’s Committees of communes/wards/towns to develop and submit to the district-level People’s Committees for approval of the plan to protect the environment of craft villages, as a basis for deploying activities to protect the environment of craft villages.

At the same time, reviewing and rectifying production activities and environmental protection in craft villages and industrial clusters in the area; taking measures to collect and treat wastewater and waste arising from production activities in craft villages and industrial clusters; directing the establishment and guiding the operation of self-management organizations for environmental protection in craft villages.
Strengthening propaganda to raise awareness, consciousness, and responsibility for environmental protection of production and business establishments, and service providers in craft villages and industrial clusters; in which establishments and households producing in craft villages and industrial clusters must build and implement measures to protect the environment as prescribed.
The Provincial People’s Committee also requested a review of establishments and households producing in discouraged industries in craft villages, establishments and households that do not implement the plan to convert trades, and establishments that cause long-term environmental pollution to be included in the plan to convert trades, relocate establishments and households out of craft villages.
Reviewing the land use planning, arranging and allocating land funds suitable to the locality’s planning to build craft villages and industrial clusters associated with environmental protection to relocate establishments causing environmental pollution out of residential areas.
Strengthening the inspection of compliance with environmental protection laws for production establishments in craft villages and industrial clusters, especially those that are not eligible for production but move machinery and equipment to other craft villages and industrial clusters in the province for production, and strictly handling violations according to regulations.
Chairpersons of the People’s Committees of districts, towns, and cities shall be responsible before the Chairperson of the Provincial People’s Committee and the law when environmental pollution occurs in craft villages and industrial clusters under their management.
