Accompanying the Prime Minister were the Minister of Construction, Tran Hong Minh, and leaders of ministries, central agencies, and local authorities. The Prime Minister visited the construction site of the airport’s second runway and then proceeded to the airport terminal construction site to inspect the progress and receive reports on the construction results and implementation progress.
Long Thanh International Airport is a key national project with a total investment of approximately VND 109,000 billion in the first phase. It comprises four component projects: Component 1 (headquarters of state management agencies), Component 2 (facilities serving air traffic control), Component 3 (essential facilities within the airport, including the passenger terminal, with a total investment of VND 99,000 billion), and Component 4 (ground service facilities such as in-flight catering, aircraft sanitation, and maintenance). |
![]() This is the eighth time that Prime Minister Pham Minh Chinh has inspected this project, with the most recent visit being on March 20, 2025. According to the reports and opinions at the meeting, after the inspection on March 20, the ministries and agencies have completed many important tasks. |
The Ministry of Agriculture and Environment has implemented the construction of the headquarters of the animal and plant quarantine station and completed the inspection of responsibilities for the delayed construction project. They have also submitted to the Government a resolution on applying special mechanisms in licensing mineral exploitation for construction materials. The People’s Committee of Dong Nai province has directed the provision of sand and rocks for the project (with about 1.73 million cubic meters delivered to the site).
The Ministry of Construction has selected investors for four aircraft maintenance hangars, submitted for approval the adjustment of the project, and worked with the Vietnam Airports Corporation (ACV) to review and report on shortening the project implementation schedule, developing a detailed schedule, and determining the completion time in December 2025, as well as organizing technical flights. The investors have reviewed and implemented the construction of the headquarters of state management agencies, ensuring completion as scheduled.
![]() Regarding progress, it is noteworthy that all packages of Component Project 3 (essential facilities) are currently being implemented simultaneously across the entire site by ACV, with hundreds of construction sites, nearly 13,000 experts, engineers, workers, and laborers, and about 3,000 construction equipment to accelerate the progress. |
Component Project 3 consists of 14 packages, of which three have been completed, and the remaining 11 are under implementation. Up to now, the total value of the construction volume is about VND 40,316/79,468 billion, reaching 50.73% compared to the signed contract value.
![]() Regarding the passenger terminal, 4,700 personnel and over 1,000 machinery and equipment are currently being deployed for construction. The construction of the steel structure for the roof has been completed by 99%, and it is expected that the entire roof structure will be finished before August 15, 2025. |

ACV has completed the selection of contractors in special cases, started the construction of the second runway on May 30, 2025, and the contractor consortium has mobilized more than 283 engineers and workers with 127 vehicles and equipment for construction. |
However, there are still many tasks that have not been completed, including some very important ones that directly affect the operation of the airport.

![]() After listening to the reports and opinions, Prime Minister Pham Minh Chinh commended the relevant agencies, especially the Ministry of Construction and ACV, acknowledging the numerous tasks that have been implemented and basically completed within three months since the previous inspection. This also serves as a valuable lesson, highlighting the effectiveness and necessity of inspection and supervision. However, there remains much to be done to complete and synchronously operate all related items. |
![]() According to the Prime Minister, the early completion and operation of the project hold significant meanings: It affirms the confidence and determination to overcome difficulties and challenges of the relevant subjects; demonstrates the strength and growth of the Ministry of Construction, the Project Management Unit, ACV, investors, contractors, and consultants; enhances investment efficiency; ensures harmonious and effective coordination between agencies, units, and localities; contributes to job creation and livelihoods for the people, and promotes economic growth. It proves that “nothing is impossible,” and the question is whether we have the determination and know-how to carry out the tasks. |
With the goal of striving to basically complete the project by December 19, 2025, hold the inauguration ceremony as regulated, and put it into commercial operation in early 2026, the Prime Minister requested the ministries, sectors, the People’s Committees of Ho Chi Minh City and Dong Nai province, investors, contractors, consulting units, engineers, workers, and laborers to exert more efforts, determination, and high commitment to fully and seriously implement the conclusions and directions of the Prime Minister, and complete the assigned tasks.
Emphasizing the spirit of speed and boldness, “only discussing doing, not discussing retreating,” “overcoming the sun, winning against the rain, and not losing to the wind and storms,” “3 shifts, 4 teams,” and “working continuously during holidays and Tet,” the Prime Minister directed the agencies to rebuild the schedule according to the set goals; clearly assign “people, tasks, timelines, responsibilities, results, and authority,” and strengthen monitoring, supervision, and inspection.
Accordingly, the four component projects must be completed; traffic connectivity must be ensured, with priority given to the connection of expressways, roads, and railways; air traffic control technical inspection must be completed; and telecommunications, electricity, and water infrastructure, environmental landscape, and accompanying services such as fuel supply must be ensured. The Prime Minister particularly emphasized the importance of completing the project on time while ensuring quality, technical and artistic requirements, safety, environmental sanitation, and paying attention to planting more trees. He also stressed the need to prevent corruption and negativity and prepare well for the implementation of airport operation projects, complete the planning of the airport city, and promptly deploy the logistics area and the free trade area…
![]() Assigning specific tasks, the Prime Minister directed the Ministry of Construction to review and direct the relevant agencies to urgently implement the traffic connection projects, prioritizing the use of all available tools to expedite construction. The People’s Committee of Ho Chi Minh City was asked to urgently study and implement the railway connection between Tan Son Nhat and Long Thanh airports. ACV was instructed to immediately start the construction of the third runway. |
Regarding the proposals and recommendations, the Prime Minister agreed in principle with the selection of contractors in special cases, ensuring no corruption, negativity, or wastefulness. The Ministry of Construction was requested to prepare well for the acceptance according to regulations.
The Prime Minister also required the investors to establish catering and other service areas to take care of the engineers, workers, and units on the construction site, with the main focus on serving them.

On the evening of the same day, Prime Minister Pham Minh Chinh inspected the Ho Chi Minh City Ring Road 3 project, Tan Van – Nhon Trach section, including the Nhon Trach Bridge.
The Ring Road 3 project in Ho Chi Minh City is 76 km long and passes through three localities: Ho Chi Minh City, Dong Nai, and Tay Ninh. The project has a total investment of VND 75,300 billion funded by the state budget.
