On February 6, the Quang Nam Provincial People’s Committee Office announced that Mr. Le Van Dung, Chairman of the Provincial People’s Committee, had issued a report responding to voters’ opinions in the province after the 8th session of the 15th National Assembly.
According to the report, voters in Quang Nam province have sent numerous opinions and recommendations to the Provincial National Assembly Delegation regarding various aspects of social life.

Voters in many localities in Quang Nam continue to reflect on the slow process of granting land-use certificates (commonly known as red books) to the people. There are too many procedures, and people have to travel back and forth multiple times, wasting time and money and effort.
In response to this issue, the Chairman of the Quang Nam People’s Committee stated that the province has issued Decision No. 69/QD-UBND dated January 13, 2025, on issuing the Regulation on Coordination between the Land Registration Office under the Department of Natural Resources and Environment (TN-MT) and relevant agencies, units, and localities in handling administrative procedures in the field of land in Quang Nam province.
Based on the coordination regulation and related regulations, the TN-MT Department has directed the Quang Nam Land Registration Office to coordinate with the district-level People’s Committees to organize training sessions to address difficulties and obstacles related to the implementation of the 2024 Land Law for the branches of the Land Registration Office, specialized departments at the district level, and communal-level People’s Committees.
The TN-MT Department has also established inspection teams to strengthen the supervision and management of the branches of the Land Registration Office and provide timely guidance on issuing land-use certificates and registering changes for the people in accordance with regulations, reducing delays in handling administrative procedures and avoiding causing inconvenience to the people.
Currently, the TN-MT Department of Quang Nam province has directed the Land Registration Office to develop procedures, consult relevant departments and district-level People’s Committees on the time for cadastral map extraction, and aim for unified implementation in the first quarter of 2025.
The Chairman of the Quang Nam People’s Committee believes that, along with the implementation of the 2024 Land Law, the coordination mechanism, the set of administrative procedures on land, and the measurement process will improve the slow, delayed, and cumbersome procedures that waste people’s time, money, and effort in obtaining land-use certificates.
The State Audit Office of Vietnam Refers Two Cases to the Investigative Authorities
The State Audit Office has referred two case files to the Investigation Police Agency for clarification. The first case concerns alleged violations in the management and use of invoices by BP Highlands Import Export Trading Services Limited Liability Company. The second case involves illegal mineral exploitation by Hoang Thanh Thuy One Member Limited Liability Company.
Prime Minister Requests Completion of Land and Housing-Related Documents in 2024
The Prime Minister has instructed the Chairpersons of the Provincial and Municipal People’s Committees to promptly issue, within their authority, or submit to the People’s Councils of the same level for issuance, legal documents detailing specific contents as stipulated by the Land Law and the Law on Real Estate Business. This includes a comprehensive review of existing documents to amend, supplement, replace, repeal, or promulgate new ones to ensure alignment with the provisions of the Land Law, Housing Law, and Law on Real Estate Business. The deadline for completion of this task is set for the year 2024.
