The People’s Committee of Binh Thuan Province has recently issued a document requesting a review of investment projects involving state-allocated land, land lease, and land-use right auctions, in relation to detailed planning adjustments across the province.

The Phan Thiet Beach Tourism Urban Area is among the projects under scrutiny.
Specifically, the People’s Committee of Binh Thuan Province assigned the Department of Natural Resources and Environment to coordinate with the Department of Construction, the Management Board of Industrial Zones, and the People’s Committees of districts, towns, and cities to review investment projects that have been allocated land, leased land, or undergone land-use right auctions by the State. These projects will be examined for detailed planning adjustments, and land prices will be recalculated according to legal regulations to prevent state budget losses.
Previously, the Department of Construction of Binh Thuan Province sent a document to the People’s Committee of the province, proposing directions for relevant units to review the aforementioned projects.
According to the Department of Construction, on November 28, 2022, the unit issued Document No. 3103/SXD-QHKT, requesting the People’s Committees of districts, towns, and cities, as well as the Management Board of Industrial Zones, to organize a review of investment projects with detailed planning adjustments within their approval authority as per the assigned division of tasks. This information was to be forwarded to the Department of Natural Resources and Environment for synthesis and recalculation of land prices in accordance with legal regulations, to collect additional funds for the state budget.
Subsequently, the Department of Construction of Binh Thuan Province reviewed and compiled a list of at least 31 projects across the province that have undergone detailed planning adjustments from 2010 until now, and submitted it to the Department of Natural Resources and Environment.
However, up to now, the approved detailed planning adjustment projects have not been scrutinized for land price recalculation as per legal regulations. Therefore, the Department of Construction proposed that the People’s Committee of the province direct the Department of Natural Resources and Environment to coordinate with relevant units to review the projects with detailed planning adjustments and recalculate land prices, collecting additional land use fees (if any) according to legal regulations to prevent state budget losses.
