On February 5th, 2025, the 42nd meeting of the National Assembly’s Standing Committee was inaugurated under the leadership of Politburo member and National Assembly Chairperson, Tran Thanh Man. Over the course of 2.5 working days (from February 5th to 7th), the Committee is expected to discuss and provide feedback on several important matters in preparation for the 9th extraordinary session of the 15th National Assembly.
Specifically, the Committee will first offer their opinions on the draft Law on Organization of the Government (amended) and two resolutions: the National Assembly’s Resolution on the structure of the Government for the term of the 15th National Assembly, and the National Assembly’s Resolution on the number of members in the Government for the term of the 15th National Assembly.
The Committee will also discuss the draft Law on Amendments and Supplements to a Number of Articles of the Law on Organization of the National Assembly, along with three resolutions: the National Assembly’s Resolution on the structure of specialized agencies of the National Assembly, the National Assembly’s Resolution on the number of members of the National Assembly’s Standing Committee (amended), and the National Assembly Standing Committee’s Resolution on the tasks, powers, and specific organizational structure of the specialized agencies of the National Assembly.
Additionally, they will review the draft Law on Organization of Local Governments (amended); the draft Law on Issuance of Legal Documents (amended); and the draft National Assembly Resolution on resolving issues arising from legal provisions related to the rearrangement of organizational structures.
Furthermore, the Committee will provide feedback on personnel work to be presented to the National Assembly at the 9th extraordinary session.
Secondly, the Committee will continue to offer opinions on the explanation, reception, and amendment of two draft laws: the Law on Teachers and the Law on Chemicals (amended). They will also discuss the draft Ordinance on Management and Protection of the Ho Chi Minh Mausoleum Relic Site.
Thirdly, the Committee will consider the adoption of several resolutions for the implementation of the Law on Organization of People’s Courts in 2024. These include the National Assembly Standing Committee’s Resolution on the principles, criteria, and allocation norms for public investment capital from the state budget for the period of 2026-2030, and the Resolution approving the proposal of the Chief Judge of the People’s Supreme Court on the organization of the People’s Supreme Court.
The Committee will also examine the report on the National Assembly’s petition work in January 2025.
Chairperson Tran Thanh Man also mentioned that the Standing Committee plans to hold an additional meeting in the afternoon of February 10th to offer opinions on investment policies for the Lao Cai – Hanoi – Hai Phong railway project and other urgent matters to be presented at the 9th extraordinary session. They will also discuss specific policies to accelerate the Ninh Thuan Nuclear Power Project.
Mr. Man requested that the Committee on Economics coordinate with ministries, sectors, the Council for Ethnic Groups, and other committees of the National Assembly to prepare early and thoroughly. Once the conclusions of the competent authorities and the Government’s proposals are available, they will proceed with the appraisal and provide opinions to the Standing Committee for consideration and approval.
Preventing Stagnation and Obstacles in the First Months of the Year
To ensure a successful upcoming National Assembly session, Mr. Man suggested that the Standing Committee and related agencies carefully study significant issues and concerns in each draft law and resolution. He emphasized the importance of staying focused despite the reorganization of personnel.
“The National Assembly has a smaller volume of organizational work compared to the Government, which has many ministries and units,” he noted.
Following the guidance of General Secretary To Lam, Mr. Man requested that all units resume work immediately after the Tet holiday. He stressed the importance of timely reorganization and ensuring that work proceeds without stagnation or obstacles in the first months of the year.
Mr. Man further informed that the National Assembly will approve the structure and number of members of the Government for the 15th term. Subsequently, the delegates will approve or elect officials according to their competence to promptly arrange state affairs.
“With only one week left until the opening of the session, I urge the agencies of the National Assembly to coordinate closely with the Government’s agencies, focusing intently on promptly editing and finalizing the proposals, reports, and draft laws and resolutions after receiving feedback from the Standing Committee,” emphasized Mr. Man.
