Update on Low-Emission Zone Pilot in Cua Nam Ward, Hanoi

On August 4th, Mr. Vu Tuan Trung, Chief of Office of the People’s Committee of Cua Nam Ward (Hanoi), issued a document regarding the pilot of a low-emission zone in the area.

Recently, several social media and electronic information pages have posted content such as “Cua Nam Ward will ban gasoline-powered vehicles and support residents in switching to electric vehicles” and “Cua Nam Ward is the first place to pilot a gasoline vehicle ban before expanding it elsewhere.”

According to the People’s Committee of Cua Nam Ward, on July 24th, the Hanoi People’s Committee held a working session with the ward regarding several matters, including the implementation of a low-emission zone in the city.

During the session, the Hanoi People’s Committee assigned the Department of Agriculture and Environment to take the lead and advise the City People’s Committee to submit a resolution to the City People’s Council to amend and supplement Resolution 47/2024/NQ-HDND dated December 12, 2024. Additionally, they were tasked with studying and formulating a proposal for a low-emission zone within the Inner Ring Road, as per the People’s Committee of Cua Nam Ward.

The People’s Committee of Cua Nam Ward affirmed that the content of the working session did not include what was reported by some social media and electronic information pages.

Regarding the transition to clean transportation, the People’s Committee of Cua Nam Ward stated that the ward would carry out the Prime Minister’s Directive 20/CT-TTg dated July 12, 2025, on several urgent tasks to prevent and overcome environmental pollution, in accordance with the city’s directions.

The Prime Minister has issued Directive 20 on several urgent tasks to prevent and overcome environmental pollution. Notably, the Prime Minister requested Hanoi to develop a plan to ban gasoline-powered motorbikes within the Inner Ring Road starting in July 2026.

The Prime Minister assigned the Hanoi People’s Committee to implement solutions and measures to facilitate organizations and individuals in transitioning to alternative modes of transportation according to the roadmap: By July 1, 2026, there will be no motorbikes or scooters powered by fossil fuels operating within the Inner Ring Road.

According to the master plan for Hanoi’s transport development by 2030, with a vision towards 2050, which has been approved by the Prime Minister, Hanoi has seven ring roads, including five main ring roads (Ring Road 1, 2, 3, 4, and 5) and two supporting ring roads (Ring Road 2.5 and 3.5).

Ring Road 1 is the main urban axis connecting east to west, passing through the center of Hanoi, including Tran Khat Chan – Dai Co Viet – Xa Dan – Hoang Cau – Voi Phuc, with a total length of 7.2 km. Specifically, Ring Road 1 will comprise the following streets: Tran Khat Chan (Tran Khat Chan – Nguyen Khoai intersection) – Dai Co Viet – Xa Dan – O Cho Dua – De La Thanh – Hoang Cau – De La Thanh – Cau Giay – Duong Buoi – Lac Long Quan – Au Co – Nghi Tam – Yen Phu – Tran Nhat Duat – Tran Quang Khai – Tran Khanh Du – Nguyen Khoai – Tran Khat Chan. Its scope covers the districts of Cau Giay, Tay Ho, Ba Dinh, Hoan Kiem, Hai Ba Trung, and Dong Da (former).

According to Hanoi, there are about 600,000 people and nearly 450,000 gasoline-powered motorbikes within Ring Road 1. The city is developing programs and policies to support residents within Ring Road 1 in transitioning from gasoline-powered motorbikes to electric motorbikes.
