The 220kV Tuong Duong – Do Luong and 220kV Do Luong – Nam Cam transmission line projects are of great importance, ensuring power supply to Nghe An province and facilitating electricity import from Laos to Vietnam.
According to the plan, these projects are expected to be completed in the fourth quarter of 2025, but the entire construction site is accelerating to finish ahead of schedule.
The contractors are determined to speed up the project progress.
The 220kV Tuong Duong – Do Luong transmission line is being constructed in the districts of Tuong Duong, Con Cuong, Anh Son, Thanh Chuong, and Do Luong in Nghe An province. The project is over 80km long with two circuits, starting from the 220kV Tuong Duong substation and ending at the 220kV Do Luong substation.
So far, the local authorities of Nghe An province have completed the inspection of all 191 foundation locations, handed over 158 foundation locations and 38 line tower sections, and have completed the excavation and casting of 138 foundations, with 104 towers installed.
However, the project faces some challenges as the Nghe An provincial People’s Committee has not yet issued a decision on changing the forest land use purpose, causing delays in the approval of compensation plans by the districts.

The 220kV Do Luong – Nam Cam transmission line passes through the districts of Do Luong, Nghi Loc, and Hung Nguyen in Nghe An province. The project involves the construction of two 220kV circuits from the 220kV Do Luong substation to the 220kV Nam Cam substation, with a length of about 37km.
The expansion of the busbar at the 220kV Do Luong substation includes the installation of equipment for two 220kV busbars in the existing 220kV Do Luong substation and the integration of a communication system for the 220kV Do Luong – Nam Cam transmission line.
Currently, 91 out of 106 foundation locations have been inspected, and the construction team has been provided access to 26 of these locations. Efforts are ongoing to secure the remaining line route. In terms of construction progress, 12 foundation excavations have been completed, and casting is ongoing at eight locations.
Luu Van Toan, Deputy Director of Sao Vang Construction and Trading JSC, shared that their team is responsible for 18 tower locations, and they have successfully secured the handover of 12 locations, with construction underway at four sites.
The company representative also stated that they recognize the significance of this key project in ensuring a stable power supply to Nghe An province. Therefore, they have mobilized their full strength to promote the project among the local population, accelerating construction progress. They are determined to complete the project ahead of the schedule set by the investor.
According to Ha Trong Van, Project Director of AIT – the technology application and development contractor, the biggest challenge for the project is the weather, as rainy conditions make the terrain muddy and difficult to work on.
“AIT is closely monitoring the progress and collaborating with local authorities to encourage the remaining households to hand over the foundations and line route to the project,” said the AIT representative. “Building on the success of our participation in the 500kV transmission line project, we are committed to delivering this project ahead of schedule.”

Striving to bring the project to a successful conclusion.
The leadership of the Central Power Project Management Board (CPMB), the organization responsible for managing and executing the project, shared that the overall progress is currently on track. However, they acknowledged that challenges remain in obtaining land clearance under the jurisdiction of the local authorities.
For the 220kV Tuong Duong – Do Luong transmission line project, CPMB has requested the Nghe An provincial People’s Committee to direct the districts of Con Cuong, Anh Son, Thanh Chuong, and Do Luong to finalize the approval of the compensation plan, make payments to the affected residents, and ensure the complete handover of foundation areas by March 20, 2025, and the line route by March 30, 2025.
Regarding the 220kV Do Luong – Nam Cam transmission line project, CPMB is coordinating with the Compensation and Clearance Council and the People’s Committees of the respective communes to continue working on the compensation plan and organize public meetings to communicate the pricing plan for the remaining locations.
