In the afternoon of March 14, speaking at the closing of the 43rd session, Chairman of the National Assembly Tran Thanh Man said that after 2.5 working days, the Standing Committee of the National Assembly had completed 12 contents of the session.
Opinions on the timing of land price determination for BT contracts in the Thu Thiem New Urban Area
Specifically, the National Assembly Standing Committee basically agreed on 7 draft laws to prepare for the 9th session, including two draft laws that were discussed at the 8th session and expected to be approved at the 9th session, namely the Law on Special Consumption Tax and the Law on Enterprise Income Tax.
The permanent agency of the National Assembly also gave initial opinions on 5 bills, including: Law on Amendment and Supplementation of a Number of Articles of the Law on Product and Goods Quality; Revised Railway Law; Personal Data Protection Law; Emergency Law and Law on Participation in the United Nations Peacekeeping Forces.

The National Assembly Chairman requested that the agencies of the National Assembly coordinate to synthesize the opinions of the Standing Committee of the National Assembly, complete and send the dossier to the deputies of the National Assembly, ensuring compliance with the prescribed time.
Regarding issues with differing opinions, Mr. Tran Thanh Man requested that the agencies exchange and come up with a consensus, in the spirit of ensuring socio-economic development, national defense and security, and submit them to the National Assembly for consideration and decision.
Regarding growth solutions, the National Assembly Chairman said that the Politburo and the Secretariat worked directly with 63 provinces and cities. “I have just been to Quang Ngai, Binh Dinh and Phu Yen. The spirit is to do everything possible to achieve the growth target,” said Tran Thanh Man.
Also at the meeting, the Standing Committee of the National Assembly voted to agree on the reduction of land rent in 2024 and the issuance of a Government decree regulating the reduction of land rent in 2024.
The Standing Committee of the National Assembly agreed that there is no need to issue a resolution interpreting the criteria for clean and strong organizations in the Law on Emulation and Rewards. The Standing Committee of the National Assembly suggested options and requested the Government to choose a solution.
Regarding the proposal to remove difficulties for land projects in the inspection conclusions, judgments in a number of provinces and cities (Proposal 153), the Standing Committee of the National Assembly has commented on the draft decree regulating the timing of land price determination of the land fund for payment under the Build-Transfer contract (BT contract) in the Thu Thiem New Urban Area (Ho Chi Minh City).
“It is suggested that the Government should study and absorb the opinions of the Standing Committee of the National Assembly at this session, and soon complete and promulgate the decree” – said Mr. Tran Thanh Man.
Work regardless of day and night, regardless of Saturday and Sunday
In addition, at this session, the Standing Committee of the National Assembly also summarized the extraordinary 9th session and considered the report on the work of petitions in February 2025.
Mr. Tran Thanh Man informed that in order to implement the process of amending the Constitution and laws in Conclusion 126 and 127 of the Politburo and the Secretariat, the 9th session of the National Assembly is expected to open early in May, right after the April 30 and May 1 holiday.
The Chairman of the National Assembly noted that the amount of work to prepare for the 9th session is very large, including laws that need to be approved before June 30. However, up to now, the research and review agencies have not had a dossier to submit to the Standing Committee of the National Assembly.
“If necessary, it is suggested that Vice Chairman Nguyen Khac Dinh send a written reminder to the Government, ministries and branches to ensure the content, quality and time to submit to the Standing Committee of the National Assembly for comments and send it to the deputies of the National Assembly according to regulations,” said Tran Thanh Man.
Emphasizing that there are only 1 month and 20 days left until the opening of the 9th session, the time is very urgent, Mr. Tran Thanh Man said that many important contents are expected to be commented by the Standing Committee of the National Assembly at the 43rd session but have not had time to prepare documents, so they have to be postponed until the next session, including the Law on Press Amendment.
Therefore, it is expected that the Standing Committee of the National Assembly will hold an additional session at the end of March to comment on the preparation for the 9th session and other contents.
National Assembly Chairman Tran Thanh Man said that after the competent authority meets, from the middle of April, the Standing Committee of the National Assembly will meet continuously to adjust the administrative boundaries at the commune level, expecting to arrange about 60-70% of the remaining communes.
At the regular April session, the Standing Committee of the National Assembly is expected to meet for 10 days, organized in 2 phases, to consider more than 45 contents (not including laws that need to be amended according to Conclusion 127 of the Politburo and the Secretariat and other laws that the Government plans to supplement).
In the middle of the two phases, the Standing Committee of the National Assembly will organize a conference of specialized deputies of the National Assembly to gather opinions on a number of draft laws before submitting them to the National Assembly at the 9th session…
Mr. Tran Thanh Man appreciated that if the 9th extraordinary session is considered a “historic session”, the 9th regular session is even more important. He requested the Standing Committee of the National Assembly, the agencies of the National Assembly, and related units to coordinate closely with the Government in the same way as at the 9th extraordinary session.
“Let’s work together regardless of day and night, regardless of Saturday and Sunday, with the spirit of working for the development of the country, stepping into a new era, an era of national prosperity,” said the Chairman of the National Assembly.
