Specifically, the fine for the Commercial and Construction Investment Joint Stock Company 389 is VND 90 million. Requiring the Commercial and Construction Investment Joint Stock Company 389 within 1 to 3 months from the date of issuance of the fine decision to complete the acceptance of the work put into use. “The city’s view is that we will strictly handle violations according to regulations,” Mr. Hiep affirmed.

As reported by NLD, although no acceptance inspection has been organized, for several months now, more than 200 households have been living in the Lung Lo – Vinh building project (address: 33 Phan Boi Chau, Vinh city) invested by Commercial and Construction Investment Joint Stock Company 389. This situation poses potential safety risks and causes public discontent.

On January 16, 2025, during an inspection of urban order management in the area, the ward made minutes of the actual situation at the Lung Lo – Vinh building project invested by Commercial and Construction Investment Joint Stock Company 389, which had not completed the acceptance inspection for use but had some households living inside the work. Based on the coordination regulations in urban construction order management in Vinh city, it is proposed that the Vinh City Urban Order Management Team take the prime responsibility and coordinate with the People’s Committee of the ward to inspect and ensure the management of urban construction order in accordance with regulations.

Also related to the violations at this project, on October 26, 2024, the Commercial and Construction Investment Joint Stock Company 389 was fined VND 130 million by the People’s Committee of Vinh city for illegally constructing a transformer station. At the same time, the functional agency requires that within 90 days from the date of the administrative sanction decision, it must complete the dossier requesting the competent authority to grant a construction permit.

After the specified time limit, if the Commercial and Construction Investment Joint Stock Company 389 does not present a construction permit, it must voluntarily dismantle the violating work. If they do not voluntarily dismantle the work, they will be forcibly implemented according to the law on handling administrative violations. However, up to now, 5 months have passed since the administrative fine was issued, but the investor of this project has not yet completed the dossier requesting the competent authority to grant a construction permit.
