In the project to invest in the construction of at least 1 million social housing units for low-income earners and industrial park workers for the period 2021-2030, the Prime Minister assigned the old Dong Nai province to build 22,500 units. However, by the end of 2024, the province had completed only nearly 1,700 units, achieving just under 8% of the total plan.

According to the Dong Nai provincial portal, Vice Secretary of the Provincial Party Committee and Chairman of the Provincial People’s Committee, Vo Tan Duc, shared that over the years, Dong Nai has made significant efforts to implement the government’s plan for social housing development. Specifically, the province has allocated 700 hectares of land for social and worker housing development, in addition to the 400 hectares from the 20% fund in commercial housing projects. The province also held a design contest for worker and social housing models to facilitate investors in project implementation. However, the results remain limited.

The old Binh Phuoc province also implemented several solutions to promote social housing development, including proactively calling for investment, creating clean land funds, monitoring project progress, and supporting investors in resolving obstacles. However, the results have not met expectations. For the period 2021-2030, the province was assigned a target of 44,200 units by the government but had completed only 350 units by the end of 2024, equivalent to approximately 0.8% of the total plan.

The slow progress has been attributed to challenges in investment preparation, prolonged legal procedures, difficulty in accessing preferential loans, and the need to adjust some projects according to new regulations in the Land Law, Housing Law, and Real Estate Business Law.

At the beginning of 2025, the Prime Minister set a target for the two provinces of Dong Nai and Binh Phuoc (before the merger) to complete more than 4,200 social housing units in the year, considering it a key task to ensure the welfare of low-income earners and one of the criteria for evaluating socio-economic development results.

Following the merger, Dong Nai province is reviewing and consolidating social housing projects to expedite progress and support investors in completing them as planned. For projects with investors but yet to commence construction, relevant authorities are actively providing guidance and resolving procedures to initiate construction this year.
