A joint venture between the Saigon – Hai Phong Industrial Park Joint Stock Company and the Evergreen Bac Giang Sustainable Development Investment Joint Stock Company has submitted a report to the Bac Ninh Department of Construction regarding the sale, leasing, and rent-to-own options for social housing units in their project located in the new town of Nenh, Viet Yen district, Bac Giang province (now Nenh ward, Bac Ninh province).

The project consists of two subdivisions, CT1 and CT2, constructed on a total area of over 32,271 square meters within the detailed planning area of the new Nenh town. The complex includes social housing high-rises, landscaping, greenery, and on-site and off-site technical infrastructure, catering to the holistic living and working needs of its residents.

The 20-story apartment buildings offer a total floor area of approximately 256,000 square meters (with CT1 accounting for 138,000 square meters and CT2 for 118,000 square meters), providing 2,787 apartments ranging from 25 to 70 square meters in size. Each building is equipped with community spaces, parking areas, and comprehensive technical systems encompassing electricity, lighting, communication, water supply and drainage, fire protection, and ventilation.

The project also features a dedicated wastewater treatment plant, along with off-site greenery, roads, and technical infrastructure, ensuring environmental safety and sustainability. As per the design, the project is expected to accommodate around 12,000 individuals, primarily catering to the workforce in the surrounding industrial parks.

Of the 2,787 apartments, 2,449 are for sale and 338 are for lease. The developer has already sold and handed over 2,010 units, with the remaining 439 units to be released for sale, including 142 units that are newly permitted for transaction according to a dispatch issued in July 2025.

For leased units, regulations stipulate that contracts for social housing to be formed in the future are not allowed; leasing is permitted only after the completion and acceptance of the building.

As per the price appraisal, subdivision CT1 has a maximum selling price of VND 13.4 million per square meter (including VAT, excluding maintenance fees) and a rental rate of VND 99,500 per square meter per month (including taxes and maintenance fees). Subdivision CT2 has a maximum selling price of VND 14.5 million per square meter and a rental rate of VND 101,000 per square meter per month.

The developer highlighted that the sale of off-plan properties must be approved in writing by the competent authority, while completed units can be transacted only after acceptance.

The period for receiving applications for purchasing, leasing, or rent-to-own options is expected to commence and conclude within 2025. The process will adhere to consumer protection laws and follow the standard contract template approved by the Department of Industry and Trade.

This offering is anticipated to significantly contribute to the supply of social housing in the new Bac Ninh area, addressing the pressing needs of tens of thousands of workers residing and working in the region.
