The aforementioned content is mentioned in the draft Decree on the division of tasks for State management in the field of home affairs, which is currently being consulted by the Ministry of Home Affairs.
The purpose of issuing this draft Decree is to meet the requirements of the Government and the Prime Minister regarding the implementation of the Law on Government Organization and the Law on Local Government Organization, as well as to promptly promote decentralization and delegation of authority in priority and urgent areas of home affairs to state management agencies and local governments.
Proposed that localities decide on the regional minimum wage.
Notably, according to the proposal of the Ministry of Home Affairs, the Government delegates the People’s Committees of the provinces to decide on the selection of communal-level localities in the province to apply specific regional minimum wages.
Specifically, the draft Decree amends Clause 2 and Clause 3 of Article 3 of the Government’s Decree No. 74/2024 prescribing the regional minimum wage for laborers working under labor contracts.
Accordingly, the draft Decree stipulates the list of regions I, II, III, and IV as follows:
Region I and II include: communes and wards of Hanoi capital city.
Region I, II, and III include: communes and wards of Ho Chi Minh City and Hai Phong City.
Region II, III, and IV include: communes and wards of the provinces of Bac Ninh, Ninh Binh, Hung Yen, Phu Tho, Lao Cai, Thai Nguyen, Thanh Hoa, Nghe An, Quang Tri, Khanh Hoa, Lam Dong, Vinh Long, Dong Thap, An Giang, Ca Mau, and the cities of Hue, Da Nang, and Can Tho.
Region I, II, III, and IV include: communes and wards of the provinces of Quang Ninh, Dong Nai, and Tay Ninh.
Region III and IV include: communes and wards of the provinces of Tuyen Quang, Cao Bang, Dien Bien, Lai Chau, Son La, Lang Son, Ha Tinh, Quang Ngai, Gia Lai, and Dak Lak.
” The provincial People’s Committee shall, based on the specific socio-economic conditions of each communal-level locality, select and decide to apply the regional minimum wage according to the region for the communal-level locality; ensuring that the minimum wage in the administrative unit at the grassroots level is not lower than the corresponding minimum wage level prescribed by the Government annually “, the draft Decree states.
The draft Decree also revokes the Appendix issued together with the Government’s Decree No. 74/2024 prescribing the regional minimum wage for laborers working under labor contracts.

The Governor’s Directive: Hands-on Approach to Township Affairs
On behalf of the Government, Minister of Home Affairs Pham Thi Thanh Tra presented the draft Law on Local Government Organization to the National Assembly. The proposal includes a provision that, if necessary, the provincial chairman can directly manage the work of the communal People’s Committee.
