In the afternoon of May 10, while addressing the opening of the 45th session of the National Assembly Standing Committee, Chairman of the National Assembly Tran Thanh Man recapped the key contents of the first week of the 9th session.

The most important item on the agenda, and one carrying special political and legal significance, was the National Assembly’s resolution to adopt two amendments to the 2013 Constitution. These amendments further the initiative to streamline the organization of the political system and establish a committee for drafting amendments to the 2013 Constitution.

“The two resolutions were passed with a 100% approval rate from attending delegates, reflecting the strong political will and unity of the National Assembly in its determination to build and perfect the socialist law-governed state of Vietnam,” expressed the National Assembly Chairman.

As scheduled, the 45th session will be conducted in two parts. The first, on the afternoon of May 10, will involve the National Assembly Standing Committee providing feedback on two items to be submitted to the National Assembly, including a resolution on several mechanisms and policies to create breakthroughs in law-making and law enforcement, and the Criminal Code.

The second part of the session will take place on the afternoon of May 17, offering feedback on three items to be submitted to the National Assembly on May 19. These include:

– The investment policy for the Quy Nhon-Pleiku expressway construction project.

– The investment policy for the construction of Ho Chi Minh City’s Ring Road 4 and the arrangement of funds to repay debts under the responsibility of the Government at the Vietnam Shipbuilding Industry Corporation (SBIC)

– A resolution within the jurisdiction of the National Assembly Standing Committee on recognizing the time of compulsory social insurance participation for business households who had participated before the Law on Social Insurance No. 41 took effect

Other items to be submitted to the National Assembly during this session include: The Law on Amending and Supplementing a Number of Articles of Laws in the Field of National Defense (to be submitted to the National Assembly on June 11); a resolution on mechanisms and policies to promote the development of the private economy (to be submitted on June 12); a resolution on piloting several special mechanisms and policies for investing in and developing the railway system (to be submitted on June 12); and a proposal for the merger of administrative units at the provincial level (to be submitted on June 11)

The National Assembly leadership requested that the National Assembly Standing Committee continue to demonstrate a strong sense of responsibility, clearly stating their views and speaking frankly on the issues presented for consultation. They also suggested specific adjustments and additions to serve as a basis for agencies to seriously, fully, and thoughtfully refine and complete their reports to the National Assembly.
