The “Campaign” of 450 Days and Nights to Eradicate Temporary and Dilapidated Housing
Over a year ago, on the morning of April 13, 2024, in Hoa Binh Province, Prime Minister Pham Minh Chinh launched a nationwide movement to join hands in “eradicating temporary and dilapidated housing.” The fact that Prime Minister Pham Minh Chinh served as the Head of the Central Steering Committee for implementing this movement demonstrates the determination and action-oriented approach of this campaign.
In his speech at the launching ceremony, Prime Minister Pham Minh Chinh affirmed that the nationwide movement to join hands in “eradicating temporary and dilapidated housing” concretizes Resolution 42. It aims to mobilize resources to build and repair 170,000 houses for poor and near-poor households across the country by the end of 2025.
“With the high determination of the Party, State, and the Vietnam Fatherland Front, along with the great efforts and resolute actions of the business community and the people, I believe that the nationwide movement to join hands in eradicating temporary and dilapidated housing, with its profound and noble humanitarian significance, will receive the positive response and support of organizations, individuals, and society as a whole,” emphasized Prime Minister Pham Minh Chinh.

The main tasks of the movement to eradicate temporary and dilapidated housing include striving to complete the task of eradicating temporary and dilapidated housing by 2025; harnessing the resources of the State, society, businesses, and the people; promoting the fine traditions and cultural values of the nation in terms of mutual affection and support, where “the unhurt leaf protects the hurt leaf,” and “the less hurt leaf protects the more hurt leaf”; ensuring compliance with relevant regulations, mechanisms, and policies for effective program implementation; maintaining transparency and avoiding formalities while ensuring quality construction and accurate identification of beneficiary households; and effectively utilizing resources and preventing negative incidents such as negativity and wastefulness.
Prime Minister Pham Minh Chinh affirmed that ensuring social security and sustainable poverty reduction is a consistent and important policy of the Party and State. Over the years, the Party and State have prioritized the allocation of resources and directed the synchronous implementation of solutions to support infrastructure development, promote economic and social progress, and improve people’s living standards. Vietnam has achieved significant results and accomplished the Millennium Development Goals of the United Nations related to poverty eradication ahead of schedule. This has been recognized by the international community as a model for poverty reduction. These achievements hold great significance, affirming the strong will and determination of the entire Party and people in the fight against hunger and poverty and reflecting the superiority and noble nature of our regime.
The Prime Minister’s speech served as a call to action, evoking the spirit of mutual support and compassion deeply rooted in Vietnamese cultural traditions. Immediately following the Prime Minister’s launch, ministries, sectors, localities, businesses, and benefactors nationwide responded vigorously, competitively, and practically.
“Agribank Spirit” – Sowing Kindness through Humanitarian Actions
According to statistics from the Ministry of Ethnic Affairs and Religion, as of August 2025, four more localities have started construction to complete the eradication of 100% of temporary and dilapidated housing: Thai Nguyen, Ninh Binh, Dak Lak, and Da Nang. To date, 27 out of 34 localities have completed the task. This movement is still being carried out urgently and vigorously, as the deadline to complete the program is August 31, 2025.
Previously, according to reports from localities on the software updated until July 8, 2025, the country had supported the eradication of 264,522 temporary and dilapidated houses (including 229,328 inaugurated houses and 35,194 houses under construction). At this point, there are only 600 temporary and dilapidated houses left nationwide.
Regarding funding, the total mobilized resources (including central and local budgets and social mobilization) have reached over VND 17,802 billion as of now. Moreover, over 113,400 turns of people have contributed with over 1 million working days to the effort to eradicate temporary and dilapidated housing nationwide. The total savings of 5% of the state budget’s regular expenditure allocated to support localities in implementing the eradication of temporary and dilapidated housing amount to more than VND 4,424 billion.

Specifically, on October 5, 2024, in Hanoi, Prime Minister Pham Minh Chinh chaired the Program to Launch Support for Eradicating Temporary and Dilapidated Housing Nationwide with the theme “A Home for My Fellow Countrymen.” At the program, with the spirit of “every house is a home,” Agribank contributed VND 100 billion, hoping to join hands with the political system to complete the plan to eradicate temporary and dilapidated housing for poor and near-poor households.

Earlier, on April 15, 2024, responding to the launching ceremony of the nationwide movement to join hands in “eradicating temporary and dilapidated housing” in 2025 in Da Bac district, Hoa Binh province, Agribank sponsored VND 20 billion to contribute to the construction and repair of houses for poor and near-poor households, aiming to eradicate temporary and dilapidated housing nationwide in 2025.
On July 1, 2025, with the mission of being a “Bank for the Community,” Agribank contributed VND 2 billion to eradicate temporary and dilapidated housing in Tuyen Quang province. And on May 17, responding to the call of Prime Minister Pham Minh Chinh and the initiation of the State Bank of Vietnam, Agribank’s officers and employees actively donated one day’s salary to join hands in eradicating temporary and dilapidated housing, bringing warm and solidary shelters to thousands of poor households nationwide. The amount of VND 12.8 billion collected from Agribank’s officers and employees at transaction points in remote and mountainous areas, as well as at the head office, demonstrated the spirit of sharing and humane actions that have spread strongly, contributing to realizing the goal of building new houses – houses of hope and a new, safer life for families in difficult circumstances.

Up to now, according to statistics, Agribank has supported the program to build houses of gratitude, houses for the poor, great unity houses, and eradicate temporary and dilapidated housing with a total amount of VND 254.1 billion. Specifically, in 2024, Agribank spent VND 198.5 billion in provinces and cities such as Ho Chi Minh City (VND 5.3 billion), Lang Son (VND 10 billion), Lam Dong (VND 5 billion), Lao Cai (VND 1.2 billion), Bac Kan (now Thai Nguyen, VND 6.4 billion), Cao Bang (VND 10.4 billion), Tuyen Quang (VND 5.6 billion), Quang Nam (now Da Nang, VND 6 billion), Long An (now Tay Ninh, VND 5 billion), Son La (VND 5 billion), Dak Nong (now Lam Dong, VND 4.2 billion), Dak Lak (VND 15 billion), supported through the Vietnam Fatherland Front for social security activities at the Program to Join Hands in Eradicating Temporary and Dilapidated Housing Nationwide (VND 20 billion); and supported the eradication of temporary and dilapidated housing for poor and near-poor households according to the program launched by the Prime Minister (VND 100 billion).

The program to support the eradication of temporary and dilapidated housing has been implemented by Agribank in many localities across the country.
Subsequently, in 2025, Agribank supported the construction of houses of gratitude, great unity houses, and the eradication of temporary housing with a total amount of VND 55.6 billion. Specifically: Ben Tre Province (now Vinh Long, VND 4.2 billion), Lam Dong (VND 500 million), Hung Yen Province, first time (VND 5 billion), Hung Yen Province, second time (VND 3.5 billion), Dak Nong (VND 1.2 billion), Southwest region (VND 25 billion), Tien Giang Province (now Dong Thap, VND 1.2 billion), and Thanh Hoa (VND 15 billion).
Not only demonstrating its pioneering role in the government’s movement to eradicate temporary and dilapidated housing, Agribank has also been promoting its responsibility and role as a community-oriented bank to the highest degree.
