On May 13 afternoon, at a meeting to report on the implementation of research and investment in expanding the North-South Expressway Eastern Cluster sections for the 2017-2020 and 2021-2025 periods to complete the expressway standard, Deputy Prime Minister Tran Hong Ha emphasized the requirement for scientific, practical, feasible, and effective investment in expanding the expressway sections.

Deputy Prime Minister Tran Hong Ha requested the Ministry of Construction and consulting units to continuously update data on expressway sections that need to be focused on for complete investment to ensure safety, meet the growth in transport volume, and improve operational efficiency. Simultaneously, consider investing in the expansion of expressway sections that are under construction.
The Deputy Prime Minister assigned the Ministry of Construction to coordinate with relevant ministries and sectors to urgently prepare adequate documents and procedures to report to authorized agencies and submit to the National Assembly for a decision on adjusting the investment policy for the North-South Expressway project for the 2021-2025 period, extending the mechanisms and policies applied to some expressway sections on the North-South Eastern Cluster.
The Ministry of Construction was also requested to coordinate with the Ministry of Finance to research and propose bidding plans for the operation rights of expressway sections that have been completely invested, and complete procedures to obtain investment capital for expansion.
Previously, the Ministry of Construction’s report suggested that, for the time being, they proposed investing in the section from Hanoi to Ho Chi Minh City (18 sections) with a length of about 1,144 km, based on the implementation of the North-South Expressway Eastern Cluster investment and to facilitate construction, accelerate progress, disbursement, and meet transport demands.
According to Mr. Bui Xuan Dung, Vice Minister of Construction, the Ministry’s proposal to expand the expressway sections from 4 limited lanes to 6 complete lanes has more advantages compared to the option of expanding to 4 complete lanes and 2 emergency stopping lanes on both sides.
At the meeting, representatives of ministries and sectors agreed with the assessment report of the Ministry of Construction on the necessity and difficulties and advantages of investing in the expansion of the North-South Expressway Eastern Cluster sections.
The representatives suggested clear criteria to determine which expressway sections should be prioritized for investment, considering factors such as transport demand, high traffic volume, the need for connections between major cities, key economic corridors, the ability to supply construction materials, and capital balance.
The organization of investment expansion for the selected expressway sections must be scientific, practical, feasible, and effective, completed in the shortest time possible, ensuring the highest quality and investment efficiency.
According to the plan, the North-South Expressway Eastern Cluster has its starting point at Huu Nghi Border Gate (Lang Son Province) and ends in Ca Mau City, with a total length of about 2,055 km (accounting for 22% of the total length of the expressway network) and a scale of 6-12 lanes.
Currently, the entire route has operated 1,206 km, with 834 km under construction (to be completed by 2025, except for the 43 km long Huu Nghi – Chi Lang section).
At present, the investment projects for the North-South Expressway Eastern Cluster for the 2017-2020 and 2021-2025 periods include 1,163 km that have been and are being invested in the scale of 4 limited lanes (road foundation width of 17m); 99 km are in operation with a scale of 4 complete lanes; and 113 km are being invested in expansion with a scale of 4-6 lanes.
