In May 2025, the Ministry of Construction plans to disburse approximately VND 5,872 billion

According to the Finance and Planning Department (Ministry of Construction), based on the monthly disbursement registration of investors, in May 2025, the Ministry of Construction plans to disburse approximately VND 5,872 billion.

Including the accumulated delayed disbursement amount of about VND 3,694 billion, the total amount of capital to be disbursed in May is about VND 9,566 billion.

Recognizing the large amount of disbursement remaining, the Finance and Planning Department requested that investors take advantage of the favorable weather to accelerate project implementation; coordinate closely with local authorities in site clearance, resolve bottlenecks in material supply, and facilitate contractors to accelerate. Investors should also pay special attention to completing the procedures for acceptance and payment of completed work volumes to disburse compensation for the delayed amount and the registered disbursement amount for May 2025.

Reports from investors show that up to April 30, 2025, the Ministry of Construction has disbursed more than VND 13,200 billion, achieving nearly 16% of the plan assigned by the Prime Minister.

Of which, 11 investors have a higher disbursement rate than the average of the Ministry, including: My Thuan Project Management Board (nearly 21%), Vietnam Road Administration (nearly 20%), Ho Chi Minh Road Project Management Board (more than 19%), Project Management Unit 2 (more than 18%), Project Management Unit 7 (more than 16%), Hanoi University of Architecture (32%), Western University of Construction (27%), Thanh Hoa Department of Transportation (32.5%), Ninh Binh Department of Transportation (29.5%), Vietnam Expressway Corporation (more than 21%), Phu Tho Department of Transportation (18.5%).

In 2025, the total investment plan for public investment capital from the central budget of the Ministry of Construction assigned by the Prime Minister is about VND 83,746 billion, including: VND 81,384 billion of the 2025 plan and VND 2,362 billion of the extended plan for 2024.

Based on the needs and disbursement capacity of the projects, the Ministry has submitted a written request to the competent authority to adjust and register additional capital for some projects such as: High-speed railway on the North-South axis; Lao Cai – Hanoi – Hai Phong railway; Expressway projects: Bai Vot – Ham Nghi, Ham Nghi – Vung Ang, Van Ninh – Cam Lo, Hoa Lien – Tuy Loan, My An – Cao Lanh; Rach Mieu 2 Bridge…

In the coming time, it is expected that the Ministry of Construction will be assigned by the Prime Minister to add more than VND 6,000 billion of increased central budget revenue in 2022 and 2023 for My Thuan – Can Tho Expressway Project and Cam Lo – La Son Expressway Expansion Project; allow extension of time for implementation and disbursement of the 2024 plan to 2025 of about VND 4,000 billion.

The Ministry of Construction has also proposed that the Ministry of Finance synthesize and report to the competent authority on the disbursement needs in 2025 of capital from the source of increased central budget revenue in 2024 of about VND 1,171 billion. The total planned disbursement capital in 2025 of the Ministry of Construction is expected to be more than VND 95,000 billion.
