On May 13, the Criminal Police Department of Quang Ngai Province’s Public Security announced the arrest of Le Xuan Tr and Le Van Th for “Usury in Civil Transactions.”
According to the investigation agency, the Criminal Police Department discovered that two suspects, Le Xuan Tr (born in 2006, residing in Tinh Hai Ward, Nghi Son Town, Thanh Hoa Province) and Le Van Th (born in 2007, residing in Quang Dinh Commune, Quang Xuong District, Thanh Hoa Province), exhibited signs of engaging in usurious lending activities in civil transactions. They frequently associated with individuals who had criminal records in the area. After verification, the Criminal Police Department confronted and clarified the suspects’ criminal behavior.

From March 2025 until their arrest, the two suspects rented accommodations in Ward 6, Le Hong Phong, Quang Ngai City, to engage in usurious lending. They utilized Facebook pages “Cho vay tien gop” and “Cho vay tien nhanh gop theo ngay tai Quang Ngai” to advertise and disseminate information about their lending activities on social media.
The investigation revealed that Le Xuan Tr lent money to 16 local residents in Quang Ngai Province at an interest rate of 1% per day, equivalent to 365% per annum. The total loan amount was 475,000,000 VND, from which he earned an illegal profit of 55,359,678 VND and charged a borrowing fee of 24,550,000 VND. Le Van Th lent money to 18 people at an interest rate ranging from 1% to 1.25% per day, equivalent to 365% to 452% per annum. The total loan amount was 485,000,000 VND, with illegal profits of 100,979,979 VND and borrowing fees of 26,000,000 VND.
The Quang Ngai Provincial Police Investigation Agency is continuing its investigation and handling of the case in accordance with legal regulations.
