The National Assembly has passed a resolution on adjusting and supplementing the state budget estimate for 2025

With an overwhelming majority of 436 out of 438 National Assembly deputies present voting in favor, the National Assembly passed a resolution on adjusting and supplementing the state budget estimate for 2025 on the morning of May 17.

The National Assembly resolved to adjust and supplement the central state budget estimate for 2025 to pay for regimes and policies for officials, public employees, civil servants, and employees when organizing and streamlining organizational apparatus as prescribed in Decree No. 178 and Decree No. 67 of the Government under the mechanism for implementing salary reform.

Specifically, the National Assembly agreed with the Government’s proposal to use VND 15,710 billion of the central budget from salary reform funds to adjust the base salary in 2024, and to transfer the remaining funds to 2025 so that the Government can supplement estimates for spending of ministries, central agencies, and localities to perform the above task.

The National Assembly also agreed to supplement the central state budget revenue estimate for 2025 with VND 28,290 billion from the accumulation of salary reform funds of the central budget and at the same time, supplement the corresponding central state budget expenditure estimate for 2025 so that the Government can supplement estimates for spending of ministries, central agencies, and localities to perform the task.

In case the demand for funds exceeds the above amount, the National Assembly allows the Government to use the accumulation of salary reform funds of the central budget to implement it.

According to the resolution just passed by the National Assembly, VND 6,623 billion of the regular expenditure estimate of the central state budget in 2024, which has not yet been allocated, will be transferred to 2025 to implement the policy of exempting tuition fees and performing tasks arising from the organization of the apparatus as approved by the competent levels (in addition to the payment of regimes and policies for officials, public employees, civil servants, and employees).

Regarding the arrangement of state budget expenditure in 2025 for science, technology, innovation, and national digital transformation, in case after using the source of increased central budget revenue in 2024 but still not ensuring the arrangement of at least 3% of the state budget expenditure in 2025, the National Assembly allows the Government to adjust and arrange within the scope of the central budget expenditure estimate in 2025 which has not yet been allocated at the beginning of the year to implement.
