On May 17, Prime Minister Pham Minh Chinh, head of the Government Steering Committee for Science, Technology and Innovation (ST&I), Digital Transformation and Project 06, chaired the committee’s second meeting.

“Leaders must be hands-on and decisive to achieve results”

In his conclusion, the Prime Minister commended the positive results achieved by ministries, sectors, and localities, especially the Ministry of National Defense in producing high-tech weapons with domestic resources; the Ministry of Public Security in implementing Project 06; and the Ministry of Science and Technology in carrying out general tasks. He also acknowledged the support and companionship of the people and businesses.

However, the Prime Minister frankly pointed out several shortcomings. Many ministries, sectors, and localities have not thoroughly implemented decentralization and delegation of authority. Many tasks are still slow and lack significant progress. Notably, there is a lack of proactiveness in allocating investment and regular expenditure for ST&I, innovation, digital transformation, administrative reform, and Project 06.

Administrative procedure reform has not been vigorous, and the quality of online public services needs improvement. In some places and at some times, the understanding has not been up to par, leading to a lack of decisiveness in leadership and slow implementation of important contents such as the national one-door policy on investment promotion and the provincial and communal-level public administrative service centers…

Analyzing the reasons, the Prime Minister emphasized: “It is mainly due to the leaders”. According to the Prime Minister, where the leaders are closely involved and highly responsible, there has been remarkable progress. Conversely, if the leaders are negligent and perfunctory, the results will be stagnant.

The Prime Minister outlined a consistent orientation: ST&I development, innovation, and digital transformation must be linked to administrative procedure reform, eliminating cumbersome intermediary steps and eliminating the “application-granting” mechanism. “We must place people and businesses at the center, making them the subjects, driving forces, and resources for development”, emphasized the Prime Minister.

Regarding leadership and management, the Prime Minister requested to be “faster, bolder, and more effective”, strengthening inspection and supervision, promptly removing obstacles, and handling arising issues.

Regarding the upcoming goals, the Prime Minister affirmed the need to shift to an “accelerating and breakthrough” state to achieve a GDP growth rate of at least 8% in 2025, creating a foundation for double-digit growth. This requires modern and professional governance methods with the motto: “Streamlined apparatus – Data connectivity – Modern governance”.

Three key digital breakthroughs were identified: digital institutions, digital infrastructure, and digital human resources. The Prime Minister proposed increasing ST&I spending to 3% of the total state budget expenditure and requested that ministries, sectors, and localities submit programs and projects for approval by competent authorities.

The Prime Minister called for stronger public-private cooperation and encouraged private enterprises to participate more in institutional development and inspire innovation.

Regarding key tasks, he requested raising social awareness, breaking through in thinking, launching widespread emulation movements, especially the two campaigns “Whole country competes in innovation and digital transformation” and “Digital literacy”.

The Prime Minister assigned the Ministry of Public Security to finalize and submit to the Government the decrees guiding the implementation of the Law on Data, the National Data Development Fund, and the Decree on ST&I activities and data in June 2025. Deputy Prime Minister Nguyen Chi Dung was assigned to direct this task.

Ministries and sectors must urgently build decrees guiding the implementation of 19 laws and three resolutions related to ST&I, innovation, and digital transformation, which are being submitted to the National Assembly at the 9th session. Deputy Prime Minister Le Thanh Long will oversee and direct this task.

The Prime Minister also requested the Ministry of Finance to complete the list of administrative units and codes for Vietnam in conjunction with the plan for provincial merging and the two-level local government organization by June 2025. Deputy Prime Minister Ho Duc Phoc will be in charge of monitoring this task.

The Ministry of Public Security was assigned to coordinate with the Ministry of Science and Technology, the State Bank of Vietnam, and related enterprises to deploy a campaign to comprehensively review bank accounts and phone SIMs to prevent online fraud crimes.

Regarding the development of digital infrastructure, the Prime Minister requested building a synchronized database, connecting with the national database; piloting new technologies and smart production; and strongly applying artificial intelligence in state management. The Ministry of Finance was asked to soon propose policies for the pilot market for encrypted assets.

The Prime Minister particularly emphasized the need to promote administrative reform and modernize the public administration; improve the efficiency of online public services; and effectively implement Project 06. Deputy Prime Minister Nguyen Hoa Binh was assigned to direct this task.

Concluding the meeting, the Prime Minister emphasized the spirit of “Think truly, act truly, achieve real results, and bring real benefits to the people” throughout the process of developing ST&I, innovation, and digital transformation.
