Ho Chi Minh City People’s Committee has approved the adjustment of the master plan for the Binh Quoi-Thanh Da new urban area project with a ratio of 1/2000.
This adjustment covers an area of 426.93 hectares, envisioning the transformation of the entire Binh Quoi-Thanh Da peninsula into a modern eco-city, seamlessly blending green spaces with natural ecosystems.
The planning adjustment proposal is based on the first-prize-winning idea from the international competition, “Planning and Architectural Ideas for Binh Quoi-Thanh Da Peninsula,” submitted by the joint venture of Skidmore, Owings & Merrill LLP (SOM – USA) and the Architectural Research Center.
The Ho Chi Minh City People’s Committee has assigned the People’s Committee of Binh Thanh District to organize the planning and the Investment Construction Project Management Board of Binh Thanh District to be the investor in adjusting the master plan with a ratio of 1/2000 for the Binh Quoi-Thanh Da new urban area project.
The planning adjustment task is expected to be completed within one month, while the completion of the planning project is estimated to take a maximum of nine months from the approval date of the task.
The adjusted planning project will ensure alignment with the orientation of Ho Chi Minh City’s urban space development as per the city’s master plan, while also addressing infrastructure requirements, landscape preservation, and long-term climate change adaptation.

The Binh Quoi-Thanh Da peninsula has been in planning limbo for 33 years.
With the approval of the planning project, the Ho Chi Minh City People’s Committee will have the legal basis to implement projects for developing a transportation system, constructing eco-housing, public works, and open spaces along the river. The project is expected to become a model eco-city, providing a boost to the development of the city’s northeast region.
The Binh Quoi-Thanh Da urban area project has been in the works since its inception in 1992, located in Ward 28 of Binh Thanh District, spanning an area of nearly 427 hectares.
In June 2004, the Ho Chi Minh City People’s Committee decided to retrieve and temporarily hand over the land to the Saigon Construction Corporation for investment preparation in constructing the Binh Quoi-Thanh Da urban area. In December 2004, the Saigon Construction Corporation presented the task of detailed planning for the Binh Quoi-Thanh Da peninsula to the Ho Chi Minh City Department of Planning and Architecture.
In June 2005, the Ho Chi Minh City Department of Planning and Architecture reported the planning task to the Ho Chi Minh City People’s Committee. Accordingly, the primary content of the planning task was to transform Binh Quoi-Thanh Da into an eco-city, combining a natural landscape ecological park with modern commerce and public spaces while preserving ethnic cultural identity.
In early 2006, Ho Chi Minh City determined that Binh Quoi-Thanh Da would be a new urban area with a population of about 80,000 people. Residents within the planning area would be resettled on-site or relocated to District 9. In 2010, the Saigon Construction Corporation had its investment license revoked by the Ho Chi Minh City People’s Committee due to the prolonged “planning limbo” without any investment implementation.
In 2015, the joint venture between Bitexco Group and Emaar Properties PJSC was designated by the Ho Chi Minh City People’s Committee as the investor in the Binh Quoi-Thanh Da urban area project, with a total capital of over VND 30,000 billion and a duration of 50 years. However, from then until now, the project has encountered many obstacles, and the partner in the joint venture with Bitexco Group has withdrawn, causing this urban project to continue to be “on hold.”
The Binh Quoi-Thanh Da project is expected to become one of Ho Chi Minh City’s economic and tourism centers due to its prime location and immense development potential. However, up to now, the area resembles a poor rural area, with agricultural activities such as rice cultivation, pig farming, and fish farming taking place just a few kilometers from the city center.
