Dear all Party members, veteran cadres, people across the country and overseas Vietnamese who are following the live broadcast of today’s conference.

We are witnessing profound changes on a global scale in geopolitics, geo-economics, strategic competition, the strong shift of economic centers, the explosion of science and technology, along with the challenges of climate change, energy security, traditional and non-traditional security. These movements both create challenges and opportunities for all nations. Whoever grasps the opportunity and overcomes the challenges will succeed. If not, the result will be the opposite, and we will fall into the circumstance of “the slow-moving buffalo drinking muddy water.”

After nearly 40 years of persistently implementing the Renovation policy, our country has achieved great achievements, which can be said to be great achievements: continuous economic growth, improved people’s lives, and continuously consolidated international position. We have every right to be proud, but we must also frankly admit that there are still many fierce challenges ahead, requiring us not to be subjective, not to sleep on the laurels, not to be slow, but to constantly innovate, reform, promote all resources and driving forces in society and the people, deploy in a profound, comprehensive, and resolute manner, and be determined to achieve the great goals that have been set. The innovations and reforms we are deploying are not only the objective requirements of development but also the orders from the future of the nation.

These innovations and reforms focus on four breakthroughs: Resolution 57 of the Politburo: Promoting science, technology, and innovation; Resolution 59 on proactive international integration (has been studied and followed). Today, we have just heard the Prime Minister promulgating Resolution 68: Strongly developing the private economic sector; the National Assembly Chairman promulgated Resolution 66: Innovating the work of building and enforcing laws.

Up to now, these four Resolutions can be called the “Four Pillars” to help us take off. Therefore, I call on the entire political system, the whole Party, the entire people, and the army to join hands and be unanimous, overcome all difficulties, turn aspirations into actions, turn potential into real strength, and together bring our country into a new era – an era of development, prosperity, and power of the nation.

Dear comrades,

In the past years, under the wise and correct leadership of the Party, the unanimity of the whole nation, and the persistent efforts of the entire political system, our country has achieved comprehensive achievements in most fields. Macroeconomic stability, inflation control, and major balances are guaranteed; we have overcome global shocks, successfully controlled the Covid-19 pandemic, quickly recovered the economy, and maintained social stability in the context of a volatile world; sovereignty and territorial integrity are intact; the peaceful environment is maintained; the prestige and position of Vietnam in the international arena are continuously enhanced; the country participates extensively in regional and global cooperation processes, people’s lives continue to improve, and the social security system is increasingly perfected.

However, we also need to frankly admit that the country is facing great challenges. Economic growth shows signs of slowing down; labor productivity and innovation capacity are limited; the quality of growth is not really sustainable; the risk of falling into the middle-income trap still exists. The business environment has improved but still has many barriers; infrastructure is inadequate; the socialist-oriented market economic institution is not yet complete.

The international context is also becoming increasingly complex, with strategic competition among major powers, rising protectionism, geopolitical shocks, climate change, and new pandemics posing many risks. These internal and external challenges are intertwined, creating great pressure, forcing us to strongly renovate thinking, ways of working, and development models. We need a comprehensive, profound, and synchronous reform with new breakthroughs in institutions, economic structure, growth model, and organizational apparatus.

Only with drastic, persistent, and effective reforms can our country overcome challenges, seize opportunities, and realize the aspiration to develop quickly and sustainably in the new era.

Dear comrades,

Looking to the future, we clearly define: To develop quickly and sustainably, Vietnam cannot follow the old path. We must dare to think big, act big, and make great reforms with the highest political determination and most persistent efforts.

The four important Resolutions of the Politburo issued recently will be the fundamental institutional pillars, creating a strong driving force to bring our country forward in the new era, realizing the vision of a developing Vietnam with high income by 2045. Comrades have studied and followed the detailed contents; now I would like to reiterate the core spirit of the Resolutions and their interrelated impacts. To achieve the highest efficiency, we must implement the Resolutions well and synchronously.

First: Developing the private economic sector into “the most important driving force” of the national economy (according to Resolution 68)

In the process of building a socialist-oriented market economy, the awakening and promotion of all resources in society have become an urgent requirement for rapid development. Resolution 68 of the Politburo was born, marking a great step forward in the theoretical thinking and practical leadership of our Party: “In the socialist-oriented market economy, the private economic sector is the most important driving force of the national economy.” And, we build a “socialist-oriented market economy, managed by the State, under the leadership of the Party”.

This viewpoint marks a profound change in the strategic perception of the role of the private sector: from a secondary position to become a development pillar, along with the state economic sector and the collective economic sector, forming a solid “three-legged stance” for an independent, self-reliant, and successfully integrated economy. Developing the private economic sector is not only an economic requirement but also a political mandate, aiming to consolidate the foundation of the national economy’s autonomy, enhance competitiveness, and adaptability in a volatile world.

In that spirit, the Resolution sets out strong reform requirements, including: Perfecting the institution: Protect property rights, freedom of business, create a fair, transparent, and stable investment and business environment. Unleashing resources: Expanding access to land, credit, markets, and technology for the private sector; thoroughly removing institutional and policy bottlenecks. Promoting innovation: Developing a strong ecosystem for startups and innovation; supporting private enterprises in investing in research and development, deeply participating in the global innovation network and value chain. Building a modern business force: Not only good at doing business but also having political acumen, intelligence, professional ethics, national spirit, and aspirations to contribute to the country and reach out to the world.

The Resolution affirms that Vietnamese entrepreneurs are “economic warriors” in the new era. They not only contribute to enriching themselves but also fulfill the noble mission of building a powerful and prosperous country.

It can be said that Resolution 68 is laying the foundation for a comprehensive change in private economic development policies: from “recognition” to “protection, encouragement, and promotion”, from “supplementary” to “leading development”. This is a correct and urgent strategic choice with a long-term vision, aiming to realize the aspiration to develop a powerful country by the middle of the 21st century.

Second: Creating a breakthrough in science, technology, and innovation (according to Resolution 57)

In the context of the strong outbreak of the Fourth Industrial Revolution, digital transformation is taking place profoundly, the world is witnessing a fundamental change in the development model. In the face of this urgent requirement, the Politburo issued Resolution 57, clearly defining: Developing science, technology, innovation, and digital transformation is a strategic breakthrough, the main driving force for modernizing the country, renewing the way of governing the country, and developing the economy – society quickly and sustainably.

Following the spirit of the Resolution, we must deeply realize that science, technology, and innovation are not only supporting tools but must be considered the foundation for development and the main driving force for the cause of industrialization and modernization of the country in the new era.

The Resolution requires strengthening the comprehensive leadership of the Party over the cause of developing science, technology, and innovation; promoting the role of the business community, entrepreneurs, intellectuals, and the whole people in this cause. This is a profound and comprehensive revolution in all fields of social life, requiring us to act with a spirit of strongly renovating, drastically, synchronously, and consistently, not letting old thinking, formalistic and passive ways of working hinder the development process.

With that requirement, the whole Party, people, and army must focus on implementing the following key tasks: (i) Raising the awareness of the whole society, especially the business community and agencies in charge of policy formulation and implementation, about the special importance of science, technology, innovation, and digital transformation to the cause of national development; (ii) Breaking through development thinking, eliminating all outdated awareness barriers, awakening the spirit of daring to think, dare to do, dare to innovate, and dare to take responsibility; (iii) Consolidating political determination, creating high unanimity in the whole system about the policy of taking science and technology and innovation as the main driving force of development; (iv) Perfecting institutions, proactively removing legal and administrative barriers, creating a favorable environment for creativity, research, and application of science and technology, turning institutions into a competitive advantage of the nation.

Party committees, organizations, and authorities at all levels must resolutely direct, concretize the contents of the Resolution into practical action programs and plans; at the same time, clearly define responsibilities, closely inspect and supervise the implementation, ensuring a substantial change in the whole system.

If we want to advance quickly and steadily in the new era, there is no other way but to develop science, technology, and innovation. We must be more determined, act more strongly, be more creative and breakthrough, turning science, technology, and innovation into the foundation and key driving force to bring the country to new heights.

Third: Innovating the work of building and enforcing laws to meet the requirements of national development in the new era

In the context that the country is stepping into a new stage of development with high requirements for modernization and deep international integration, the construction and perfection of the legal system have become a matter of life and death, determining the success of the nation’s soaring process. Resolution 66 was born in that context, affirming: Fundamentally innovating the work of building and enforcing laws is the core content, the foundation for building a rule-of-law socialist state of Vietnam in the new era.

The Resolution affirms that the law is not only a tool to adjust social behavior but must be considered the basis for organizing and operating state power, the solid foundation for protecting human rights and citizens’ rights, and the driving force for promoting socio-economic development.

Regarding the guiding viewpoint, the Resolution emphasizes that the work of building and enforcing laws must become a key and regular task of the whole Party, the entire political system, closely associated with the requirement of rapid and sustainable national development. At the same time, the law must be synchronous, feasible, transparent, stable, taking practical development as a measure, and having a high level of foresight, proactively leading development instead of just following and adjusting.

Based on that viewpoint, the key tasks are: (i) Perfecting the institution in key fields such as organizing a compact and efficient state apparatus; developing a socialist-oriented market economy; protecting human rights; building a healthy and competitive business and investment environment; (ii) Renewing the law-making process in the direction of proactiveness and creativity, ensuring the unity, synchrony, specificity, ease of understanding, and ease of implementation of the law; (iii) Improving the efficiency of law enforcement, strengthening discipline and discipline in the organization of implementation, associating power with responsibility for explanation.

The legal institution is the driving force and foundation for national development. A synchronous, feasible, and transparent legal system will create a stable environment for production and business, promote innovation, enhance the capacity for international integration, and thoroughly eliminate barriers caused by overlapping and contradictory laws. With that requirement, the spirit of reform is raised, which is: Fundamentally renewing the thinking of building the law: shifting from the thinking of “management” to “service”, from passivity to proactiveness and creativity; Building the law must be one step ahead, ensuring high foresight, suitable for the reality and requirements of rapid development; Law enforcement must be strict, fair, and practical, digital transformation must be associated with openness, transparency, and maximum convenience for people and businesses; Clear division of powers and responsibilities, associated with accountability, eliminating the mechanism of “asking – giving”, eradicating group interests and privileges.

Resolution 66 is a call for a profound institutional reform, aiming to build a modern, substantial, and people-serving legal system, at the same time creating a sustainable driving force for building a strong, democratic, equitable, and civilized Vietnamese country in the 21st century.

Fourth: International integration in the new situation

Resolution 59 of the Politburo was issued in the context of rapid and complex international changes, fierce strategic competition among major countries, the clear trend of multipolarity and multi-centrism, along with global challenges such as climate change, pandemics, and non-traditional security. The Fourth Industrial Revolution, digital transformation, and green economy are also profoundly changing the global development model.

The birth of Resolution 59 is a breakthrough decision, marking a historic turning point in the country’s international integration process, affirming that integration is a strategic driving force for Vietnam to step firmly into the new era. The Resolution demonstrates a profound vision: international integration is not just about opening up and exchanging, but a comprehensive undertaking, requiring proactiveness, activeness, and assertiveness.

The consistent viewpoint of the Resolution is: International integration is the cause of the whole nation, under the absolute and direct leadership of the Party, the unified management of the State, with the people and businesses as the center, as the creative subject.

We must deeply realize that integration is not only the task of foreign affairs agencies, not just the activity of state foreign relations, but a comprehensive process, requiring the proactive, active, and creative participation of the entire political system, of every citizen, every business, and every industry.

Internal forces, including the strength of the economy, culture, institutions, and human resources, must be placed in a decisive position; external forces are only supplementary, supporting the development process, ensuring comprehensive and deep integration while still maintaining independence and self-reliance, enhancing self-reliance capacity and adaptability to global changes.

The Resolution sets out comprehensive and profound strategic orientations such as: In terms of economy: Promoting integration associated with building an independent, self-reliant, and modern economic structure; developing a digital economy, green economy, circular economy; improving competitiveness based on science, technology, and innovation. In terms of politics, national defense, and security: Integrating in parallel with consolidating strategic partnerships and comprehensive partnerships, enhancing political trust, maintaining independence, sovereignty, and a peaceful environment. In terms of science, technology, education, health, and environment: Taking advantage of integration to improve the national level, develop high-quality human resources, and deeply integrate into the global value chain.

A particularly important content, which is the foundation of the Resolution, is to build a strong international integration official force. We must focus on training and fostering officials with solid political acumen, profound expertise, flexible adaptability to the global environment, and inter-sectoral coordination skills, meeting the requirements of deep and complex international integration.

International integration in the new situation requires us to be more proactive, drastic, and creative, on the basis of persistently maintaining independence and self-reliance, at the same time being flexible and sensitive in foreign strategy and tactics, taking full advantage of opportunities, overcoming challenges to bring the country to develop quickly and sustainably.

Resolution 59 can be considered a guideline for action for the whole Party, army, and people in the cause of international integration in the new era.

Each Party committee, organization, cadre, and Party member must thoroughly grasp the spirit of the Resolution, concretize it into practical action programs and plans; at the same time, promote the spirit of responsibility, renew thinking, and break through in action, determined to make international integration become a strong driving force for Vietnam to reach out and reach far on the international arena.
