On May 17, information from the People’s Committee of Huong Khe district, Ha Tinh province, stated that Mr. Thai Phuc Son, Chairman of the district, signed a decision to temporarily suspend Mr. Nguyen Van Hung, Chairman of Loc Yen commune People’s Committee.
According to the decision, Mr. Hung was temporarily suspended from work for 15 days, starting from May 17, to inspect and clarify his responsibilities regarding the damage and waste of cement from the new rural development support fund.
Mr. Nguyen Van Hung is responsible for handing over the tasks he is in charge of to the Loc Yen commune People’s Committee and making a self-criticism report to clarify his role in the above incident, reporting to the district People’s Committee and related agencies as regulated.

Over 200 tons of cement were stockpiled at the commune’s stadium.
Previously, Tien Phong newspaper reported that since the end of 2024, Loc Yen commune, Huong Khe district, Ha Tinh province, had received over 200 tons of cement to expand the inter-communal road. The road was to connect Binh Phuc village in Loc Yen commune to Dong Hai village in Gia Pho commune, with a length of over 1km and a width of 5.5m.
However, due to a lack of construction materials such as sand and gravel, the project has not been implemented. Meanwhile, the granted cement was not properly stored, leading to damage and hardening.
Local people stated that it was unreasonable to choose an outdoor location, prone to flooding, like the stadium for cement storage. During previous heavy rains, the area was deeply flooded, causing many cement bags to be exposed to water and harden.

Regarding this issue, the Loc Yen commune authorities shared that in 2024, the Ha Tinh province granted cement to the locality for road construction. However, as the commune could not find matching construction materials, the road project was delayed. Out of the 210 tons of cement granted, nearly 40 tons have hardened and deteriorated due to prolonged outdoor storage, and the remaining cement is also no longer suitable for road construction.
Observations at the site revealed that thousands of cement bags were piled up in the commune’s stadium, next to a residential road. The cement was placed directly on the ground, with only a thin layer of tarpaulin covering it. After months of exposure to the weather, dozens of tons of cement have turned into stone, becoming unusable.
Ha Tinh province requests inspection of cement usage province-wide
Following this incident, the People’s Committee of Ha Tinh province has requested: “The People’s Committees of districts, cities, and towns urgently inspect and report on the management and usage of cement granted for new rural development construction in 2024 and the first four months of 2025 in their respective areas. The reports should be sent to the Departments of Construction, Finance, and Agriculture and Environment before May 22, 2025.”

Regarding the situation in Loc Yen commune, the provincial People’s Committee assigned the Huong Khe district People’s Committee to promptly inspect, clarify the causes, and hold responsible individuals and organizations accountable, reporting the results to the provincial People’s Committee before May 22, 2025.
The Department of Construction, in coordination with the Departments of Finance and Agriculture and Environment, shall direct, urge, and inspect the implementation of the above request by local authorities. They shall promptly direct the handling of any problems, shortcomings, or violations and submit a consolidated report to the provincial People’s Committee before May 25, 2025.
