Concluding the National Conference on propagating and implementing Resolution No. 66-NQ/TW and Resolution No. 68-NQ/TW of the Politburo, on the morning of May 18, General Secretary To Lam delivered an important directive speech emphasizing the significant meanings of innovating the thinking on building a law-governed socialist state, organizing law enforcement, as well as mobilizing and strongly developing the private economic sector as a strategic driving force for the country’s socio-economic development.
“The Quartet Pillars” to Help the Country Take Off
General Secretary To Lam emphasized that we are witnessing profound changes unprecedented in the global scope in terms of geopolitics, geo-economy, strategic competition, the strong shift of economic centers, the explosion of science and technology, along with challenges in climate change, energy security, and traditional and non-traditional security.
“These movements create challenges and opportunities for all countries. Whoever grasps the opportunity and overcomes the challenges will succeed. Otherwise, the result will be the opposite, and we will fall into the situation of ‘the slow-moving buffalo drinking muddy water’,” General Secretary To Lam noted.
General Secretary To Lam emphasized that after nearly 40 years of persistent renovation, our country has achieved great achievements, which can be said to be magnificent achievements: The economy has grown continuously, people’s lives have been improved, and the country’s position in the international arena has been continuously consolidated.
“We have the right to be proud, but we must also frankly admit that there are still many fierce challenges ahead, requiring us not to be subjective, not to fall asleep on the laurel wreath, not to be slow, but to continue to innovate, reform, promote all resources and driving forces in society and the people, and implement them in a profound, comprehensive, and resolute manner, determined to achieve the great goals that have been set.
The innovations and reforms we are implementing are not only the objective requirements of development but also the command from the future of the nation,” the General Secretary emphasized.
According to General Secretary To Lam, the innovations and reforms focus on four breakthroughs: Resolution No. 57-NQ/TW dated December 22, 2024, of the Politburo on the breakthrough in developing science, technology, innovation, and national digital transformation; Resolution No. 59-NQ/TW dated January 24, 2025, of the Politburo on “International integration in the new situation”; Resolution No. 66-NQ/TW on innovating the work of building and enforcing laws to meet the requirements of national development in the new era; and Resolution No. 68-NQ/TW dated May 4, 2025, of the Politburo on developing the private economy.
“Up to now, these four Resolutions can be called ‘The Quartet Pillars’ to help us take off. Therefore, I call on the entire political system, the whole Party, people, and army to join hands and be unanimous, overcome all difficulties, turn aspirations into actions, turn potential into real strength, and together bring our country into a new era – an era of development, prosperity, and power of the Vietnamese nation,” affirmed General Secretary To Lam.
According to the General Secretary, looking to the future, we clearly define that for rapid and sustainable development, Vietnam cannot follow the old path. We must dare to think big, act big, and make great reforms with the highest political determination and most persistent efforts.
“The four important Resolutions of the Politburo issued recently will be the fundamental institutional pillars, creating a strong driving force to bring our country forward in the new era, realizing the vision of a developing Vietnam with high income by 2045,” General Secretary To Lam emphasized.
All the resolutions emphasize the unified leadership role of the Party, the synchronous and creative involvement of the entire political system, and the substantive participation of businesses, people, and intellectuals. The implementation axes such as law enforcement, digital transformation, innovation, private sector development, and international integration require close coordination, regular inspection, supervision, and effectiveness evaluation.
Implementing Tasks Quickly, Methodically, and Substantively
The General Secretary pointed out the key tasks in the next 5 years (2025-2030), which are: Perfecting a modern and synchronous legal institution, promoting development.
The General Secretary emphasized that the year 2025 is a pivotal year opening up a new era, while the goal of becoming a developed country is only two decades away. If we cannot catch up with the pace of reform, make a breakthrough right now, we will miss the golden opportunity and lag in the global race.
Therefore, regarding the urgent tasks in 2025, the General Secretary suggested that it is necessary to implement the tasks quickly, methodically, and substantively, taking practical efficiency as the criterion for evaluation; the entire political system urgently implements eight key tasks.
First, quickly perfect and issue national action programs to implement the four resolutions, ensuring close connection, clearly defining objectives, tasks, roadmap, and specific assignment. At the same time, establish an index to monitor and periodically evaluate.
Second, urgently review the entire legal system, deploy the amendment, supplement, replacement, or abolition of outdated regulations in the spirit of Resolution 66-NQ/TW…
Third, immediately launch key programs on science and technology, innovation, and digital transformation; approve and deploy national programs; form new innovation centers; build a legal framework for the sandbox model.
Fourth, focus on negotiating and effectively implementing new-generation FTAs, proactively preparing to participate in new agreements to take advantage of integration commitments to turn them into practical growth…
Fifth, make a breakthrough in improving the business investment environment: Reduce at least 30% of administrative procedures, digitize public services, support capital, technology, and digital transformation for small and medium-sized enterprises; develop a project to develop large private corporations.
Sixth, consolidate the leadership, direction, and coordination apparatus to implement the resolutions; establish specialized steering committees at the central and provincial levels; ensure a unified leadership mechanism, regular inspection, and supervision.
Seventh, prioritize training and fostering human resources to implement the resolutions: Provide in-depth training in modern law, science and technology, international integration, and enterprise governance; foster young officials with innovative thinking, digital capacity, and global adaptability.
Eighth, promote communication, create social consensus: Develop national communication programs for each resolution; strengthen policy dialogue between the Government, businesses, people, and intellectuals, mobilizing social intelligence for the implementation process.
Leaders at All Levels, from Central to Local, Must Be Exemplary and Pioneering in Innovating Thinking and Action
The General Secretary affirmed that, more than ever, at present, the Central Committee is a united, unanimous, determined, and resolute whole, leading the entire Party, people, and army to achieve and surpass the goals set by the 13th Party Congress, preparing well to bring the country into an era of development, prosperity, and happiness.
Since the 10th Conference of the 13th Central Committee (September 2024) up to now, the Politburo and the Secretariat have been working day and night to focus on solving many core issues, unblocking “bottlenecks”, and creating new development spaces for the country.
Resolutely implementing the contents of Resolution 18 of the 13th Central Committee on “Some issues continue to innovate, arrange the organization of the apparatus of the political system, slim and effective”; building local government at two levels; rearranging administrative units to “take off”… the above tasks are not only seriously implemented by officials and party members but, more importantly, are closely followed and supported by the majority of the people across the country, considering this a real revolution of the country in the new period.
To realize the aspiration of developing a prosperous and powerful country, the whole Party, people, and army must continue to be unanimous and united, promoting the spirit of patriotism, self-reliance, self-improvement, and the strong aspiration to rise of the Vietnamese nation in the new era. Because “knowing how to unite, knowing how to be unanimous/how difficult the job is, it will be done”, the General Secretary requested: “The whole Party, people, and army must clearly define their roles and responsibilities; be proactive, creative, united in patriotic competition, determined to achieve the goals of socio-economic development, national defense and security, and improve the people’s lives, making the people’s lives truly better day by day. Each cadre, party member, and each Vietnamese citizen must become a pioneer on the front of national development.”
The General Secretary noted that leaders at all levels, from central to local, must be exemplary and pioneering in innovating thinking and acting; dare to think, dare to do, dare to break through, dare to take responsibility for the interests of the nation, and even dare to sacrifice personal interests for the common interest. The action programs must be implemented drastically and methodically, taking practical efficiency as a measure of capacity and work results. Continue to advise and propose to build new resolutions with the motto “All interests are for the people. All powers belong to the people” as Uncle Ho taught.
With the heroic, intelligent, and valiant tradition and the unyielding aspiration to rise of the whole nation, General Secretary To Lam believes that Vietnam will continue to take firm steps on the path of rapid and sustainable development. Each official, authority, organization, and individual needs to clearly define their responsibilities, turn political commitments into specific and practical results; let’s light up the fire of Innovation – Aspiration – Action, for a strong, prosperous, and powerful Vietnam, standing shoulder to shoulder with the five continents’ powers by 2045.
